About this file
This is a Request for Bid (RFB) issued by the Kentucky Transportation Cabinet Division of Purchases on behalf of the Division of Equipment. The solicitation seeks bids for two custom-built 60-beam freeze-thaw machines with touch screen control, data logger, self-contained water tank, and integrated compressor. Each machine must comply with ASTM C666 and Kentucky Method 64-626 standards for testing concrete resistance to rapid freezing and thawing. The machines will be delivered and installed at the Kentucky Transportation Cabinet Department of Highways Division of Materials at 1227 Wilkinson Boulevard in Frankfort, Kentucky. A site visit was offered on January 12, 2023, at 10:00 a.m. EST to assess installation requirements, including specific space constraints with doorways measuring 79 inches wide by 83 inches high and a passage space as narrow as 58 inches. Bids were due electronically only by January 20, 2023, at 1:30 p.m. EST, with a tentative award date of January 31, 2023. The master agreement contract will run from award through January 31, 2024, with four optional one-year renewal periods available with written approval from both parties. The successful bidder must provide delivery, installation, care manuals, training, and a minimum one-year parts and labor warranty with on-site repairs guaranteed within 72 hours of notification.
Pricing for the two line items—the freeze-thaw machines themselves and labor for on-site service support at an hourly rate—will be evaluated on a best-value basis with 95 points allocated to price and 5 points to delivery time. Kentucky resident bidders are eligible for reciprocal preference against nonresident bidders, and qualified bidders including Kentucky Correctional Industries and nonprofit agencies serving individuals with severe disabilities receive additional preference scoring. Price increases are not permitted during the first 12 months of the contract, with only one price increase allowed thereafter if industry-wide cost changes are documented. Delivery must be guaranteed within a specified number of calendar days after receipt of a delivery order, with 1 percent per day deducted from invoices for late deliveries. The contract includes extended warranty and service maintenance provisions after the initial one-year period. All bids must be submitted through the Commonwealth's eProcurement system, and vendors must be registered in the Kentucky Vendor Self Service System prior to submission.

Site Visit
To ensure appropriate access, installation location, drains, all utilities and connections for the proposed installation a SITE VISIT IS STRONGLY RECOMMENDED BUT NOT REQUIRED. (See Installation Space Restrictions below)
The site visit will take place Thursday January 12,2023 at 10:00 A.M. (EST) at 1239 Wilkinson BLVD. Frankfort, KY 40601.
Installation Space Restrictions
The vendor will offload each machine from the truck to the loading dock. The loading dock door is 84 inches wide by 88 inches high. The machines will then be moved down the hallway which is 96 inches wide. There is a counter and a water fountain that protrude into this space up to 26 inches. The entrance to the lab is the third doorway on the left. This doorway is 79 inches wide by 83 inches high. The machines must be maneuvered to make a 90 degree turn from hallway through doorway. They will then have to be able to make 2 more sharp turns in a limited space to maneuver around cabinets and counter. On the first turn there is 125 inches between the counter and the wall. On the second turn there is 119 inches between the counter and the wall. The machines will then have to be moved to the far end of the lab and vendor must squeeze between a large bending machine and an oven.
The space between the bending machine and oven at its most narrow is 58 inches. If this proves to be a problem the oven may be moved enough to allow for the machines to pass.
The machines will then have to pass through another opening into our concrete mixing and freeze-thaw testing area. This opening is 76 inches wide and is open to the ceiling. The machines will then be placed in the general freeze-thaw area, a space of approximately 135 inches by 135 inches. Exact placement will be determined by the Transportation Cabinet staff to maintain an efficient workspace.

The machines shall be capable of cooling concrete beams in air from 40 degrees Fahrenheit to 0 degrees Fahrenheit and raising the temperature of the beams from 0 to 40 degrees Fahrenheit in water. More specifically, the machines shall conform to all requirements of ASTM C-666, Procedure A or B, as well as Kentucky Method 64-626 especially in regard to the rates of freezing and thawing and uniformity of temperature throughout the chamber.
Capacity
The interior of each of the two freeze-thaw chambers shall accommodate 60 beams held in the provided removable stainless steel rack system where no weight shall be placed on the pins at either end of the beams while allowing air and water to move freely across the surfaces of the beams.
Each beam is 3” X 4”X16”and weighs approximately 16-17 pounds.
Construction
1. The freeze-thaw unit shall be designed as a single skid mounted unit that would entail minimum installation. The freeze-thaw water tank and refrigeration system are an integral part of the machine/skid assembly. The lid shall operate with an electric linear actuator. Circulating fans
Document Description Page 6 in the lid will provide uniform air temperature in the chamber as specified in the Test Method. A three (3) ton 7.5 horsepower Copeland condensing unit shall be housed within each machine.
2. Each freeze-thaw machine shall be a self-contained unit whereby the water tank is located beneath the freeze-thaw chamber to allow a gravity drain and the refrigeration system using an air-cooled condensing unit will also be located within the machine to prevent unit malfunctions that could be attributed to environmental extremes.
3. The overall dimensions of the machines shall not exceed 110 inches in length, 63 inches in width and 55 inches in height. This machine shall be designed to operate and function effectively within the footprint provided.
See Installation Space Restrictions

10. The exterior of the chamber shall be a minimum of 18 gauge galvannealed steel and powder coated.
11. The chamber drain shall incorporate a cleanable screen that will inhibit sample debris from entering the piping systems.
12. There shall be a cleanable baffling and screening tank for water to flow through between the chamber and the sump tank. This will prevent sediment from entering the sump tank.
13. The chamber bottom shall be sloped toward the drain location to ensure proper chamber drainage.
14. There shall be a stainless steel float switch in the chamber to monitor the presence of water in the chamber.
15. The water storage tank shall be made of polyethylene plastic and be insulated to prevent condensation. Methods of emptying and periodic cleaning of the tank shall also be incorporated.
