About this file

This is a Request for Bid (RFB) issued by the Kentucky Transportation Cabinet (KYTC) Division of Purchases for erosion control products to support the state's Vegetation Management Program. The solicitation encompasses 24 line items across four geographic zones (Districts 1-12), including liquid lime, hydroseeding dye, biodegradable blanket pins, reinforcement matting, silt fence, tackifier, paper mulch, erosion control blankets, geotextile fabrics, geogrids, filtration tubes, hardwood stakes, sand bags, erosion control socks, fastener pins, and Flexterra. Vendors may bid on one or more zones but must submit bids on all line items within a selected zone to be considered for award. The solicitation was issued on November 4, 2020, with a deadline for written questions on November 9, 2020 by 3:30 PM, and bids due electronically to KYTC.Bids@ky.gov by November 18, 2020 at 10:00 AM. The tentative award date is November 23, 2020. The master agreement will be effective upon award through September 30, 2021, with four optional one-year renewal periods available, subject to written approval from both the vendor and KYTC Division of Purchases.

Evaluation will be based on best value scoring using price (95 points) and delivery time (5 points), with the lowest-priced conforming bid receiving maximum points and subsequent bids scored proportionally. Unit prices must be quoted F.O.B. Destination Freight Prepaid and Allowed, with the vendor bearing all shipping costs and responsibility for filing freight claims. Vendors must provide specific delivery timeframes in days; vague terms such as "as required" or "prompt" render bids non-responsive. Price increases are not permitted during the first twelve months of the contract; only one price increase is allowed thereafter and must be justified by industry-wide price changes with thirty days' written notice. Price decreases must be reflected immediately. Kentucky resident bidders receive reciprocal preference in accordance with KRS 45A.490-494, and qualified bidders including Kentucky Correctional Industries receive additional preference points. All bids must include a signed solicitation face page, completed bid information sheets, required affidavits, packaging information, and product literature. Bids submitted by mail, UPS, FedEx, or hand delivery are not acceptable; electronic submission is mandatory.
