The bid closing date is October 16, 2020, at 10:00 AM EST, with a tentative award date of October 29, 2020. All bids must be submitted electronically to KYTC.Bids@ky.gov with the signed solicitation cover page, completed bid information, and technical data sheets for all line items. The initial contract period runs from November 1, 2020, through October 31, 2021, with four optional one-year renewal periods available subject to written approval and potential renegotiation of terms by both parties.

Pricing is evaluated as the primary criterion at 95 points, with delivery time as a secondary criterion at 5 points, and the lowest responsible and responsive bidder receives the award based on best value. Vendor unit prices must be quoted as F.O.B. Destination Freight Prepaid and Allowed, with the vendor responsible for all freight charges and filing freight claims. Minimum delivery quantities are 220 gallons of any combination of products to each of fourteen predetermined locations across Kentucky. The vendor must guarantee warranty and reimbursement for repair costs, downtime, and equipment rental costs associated with defective products. Deliveries must occur within a specified number of calendar days after receipt of a delivery order, with a one percent per day deduction from invoices for late deliveries, though delays caused by factors outside the vendor's control are exempt from penalties. Payment will be made within thirty working days after receipt of goods and proper invoices. Price increases are prohibited during the first twelve months and limited to one increase thereafter, requiring thirty days' notice and documentation of industry-wide price justification; price decreases must be reflected immediately. The contract serves the Kentucky Transportation Cabinet Division of Equipment and Districts 1-12, with contract quantities estimated but not guaranteed, and the Commonwealth reserves the right to acquire large requirements through alternative competitive processes.
