About this file
This Request for Bid (RFB 605 2000000492) is issued by the Kentucky Transportation Cabinet, Division of Purchases, on behalf of District 7 Office (Manchester District) for the rental of equipment and related services for offset drill operations with operator. The solicitation requests bids for fourteen line items encompassing state-funded and federally-funded work, including: offset drill rental with operator (25,000 linear feet for each funding source), traffic control services (1,300 man-hours for each funding source), used railroad rail supply (13,000 linear feet for each funding source), cribbing installation with both department-furnished and vendor-furnished materials (25,000 square feet each for both funding sources), excavation services (6,000 cubic yards for each funding source), and backfill material and installation (6,000 cubic yards for each funding source). The equipment must be capable of drilling 9-5/8 inch minimum diameter holes and installing railroad steel up to forty feet in length, with drill rigs configured to offset a minimum of eight feet from the carrier vehicle. The solicitation was issued on February 25, 2020, with a deadline for written questions on March 9, 2020 at 3:30 PM, Commonwealth response on March 10, 2020 by 7:00 PM, and bid submission deadline of March 17, 2020 at 10:00 AM. The tentative award date is March 24, 2020. The resulting Master Agreement will be effective upon award and expire March 31, 2021, with options to extend for four additional one-year periods with written approval from both parties and potential renegotiation of terms.
Pricing is evaluated on a best-value ranking approach with 95 points allocated to price (lowest bidder receives maximum points) and 5 points for response time (best response time receives maximum points). State-funded line items (Lines 1, 3, 5, 7, 9, 11, and 13) are not subject to prevailing wage requirements due to 2017 Kentucky legislation repealing state prevailing wage mandates, while federally-funded line items (Lines 2, 4, 6, 8, 10, 12, and 14) require compliance with Davis-Bacon Act prevailing wage rates accessible via sam.gov. The solicitation is funded through the Kentucky Transportation Cabinet with both state and federal funding sources. Vendors must provide a vendor response time guarantee in the designated field and cannot use vague phrases such as "as required" or "as soon as possible." The successful bidder must maintain Contractor's General Liability Insurance with $1,000,000 per occurrence limits and Kentucky workers' compensation insurance, with an ACORD certificate provided within ten days of award notice. Reciprocal preference applies to Kentucky resident bidders, and qualified bidders (Kentucky Industries for the Blind, nonprofit corporations under KRS Chapter 163, and qualified nonprofit agencies for individuals with severe disabilities) receive a 15 percent preference, while Kentucky Correctional Industries receives a 20 percent preference. All bids must include signed solicitation face pages, equipment specifications or product literature, required affidavits, and insurance certificates; failure to include these items renders bids non-responsive.
