The solicitation covers the purchase and installation of these radios into eleven CCAD aircraft, including three Bell Helicopter Model 206L units, one Bell Helicopter Model 206B, one Cessna Model 182Q, one Cessna Model R172, one Bell Helicopter (Huey) Model UH-1H, two Bell Helicopter Model OH-58A units, one Bell Helicopter Model OH-58C, one Cessna Model R182, one Bell Helicopter (Long Ranger) Model 206L-3, and one McDonnell Douglas Helicopter Model 369FF. The solicitation was issued on September 19, 2019, with a deadline for written questions on September 25, 2019 at 3:00 p.m. Eastern Time and a bid closing date of October 4, 2019 at 10:00 a.m. Eastern Time. CCAD will provide eight weeks' notice for delivery of each aircraft, with installations to be staggered over time. The estimated completion date for all installations is December 2020. Bidders must complete installation of each aircraft within thirty working days of receipt, and payment will be made within thirty working days after completion of each individual aircraft installation and receipt of invoice.

Award will be made based on a best value ranking approach using only price as a measurable criterion worth 100 points, with the lowest bidder receiving the maximum score. Two mandatory requirements must be met for bid responsiveness: bidders must be located within 200 nautical miles of CCAD in Frankfort, Kentucky, and must be Factory Authorized Dealers for Technisonic Airborne Communications Systems authorized to install Technisonic radio equipment in accordance with approved installation manuals and Technisonic-owned Supplemental Type Certificates. Bidders must provide proof of FAA-approved avionics installation facility status prior to award. Insurance requirements include an Aviation Commercial General Liability policy with liability limits of $10,000,000 per occurrence, hangarkeepers liability coverage of $2,000,000 per non-owned aircraft, and workers' compensation insurance in accordance with Kentucky law. The Commonwealth of Kentucky and its agents must be named as additional insureds. Subcontractors are not permitted on this procurement. All bids must be submitted in sealed hard copy format to the KYTC Division of Purchases, and fax or electronic bid responses are not acceptable. Bidders must acknowledge receipt of all addenda and remain responsible for compliance with all changes regardless of whether addenda are formally acknowledged.
