About this file

This Request for Bid (RFB 605 2000000048) is issued by the Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, on behalf of District 5 (Louisville District Office) for thermoplastic interstate markings and related pavement striping services. The solicitation encompasses 31 line items covering various thermoplastic and tape marking applications, including 6" and 12" extruded or ribbon thermoplastic stripes, spray thermoplastic applications, durable Type 1 tape installations with and without wet reflective elements, contrast wet reflective tape, waterborne paint markings, lane reduction arrows, cross-hatching applications, interstate shield installations, raised pavement marker maintenance, and waterblasting services for existing pavement stripe removal. Work is anticipated to be performed primarily on I-64, I-65, and I-71 interchanges in downtown Louisville and on KY 841 and I-71 in northeastern Jefferson County, with lane closures permitted between approximately 8:00 P.M. and 5:00 A.M. weekdays and 8:00 P.M. Friday through 5:00 A.M. Monday. The solicitation was issued on August 1, 2019, with a closing date of August 15, 2019, at 10:00 A.M. The contract period extends from award through August 31, 2020, with four optional one-year renewal periods available. A tentative award date was set for August 30, 2019.

Pricing for all line items must be submitted on a unit cost basis with F.O.B. Destination Freight Prepaid terms. The evaluation methodology is a best value ranking approach with 95 points allocated to price and 5 points allocated to response time, with the lowest-priced compliant bid receiving maximum points and subsequent bids scored proportionally. The bidder must specify a response time in calendar days, which will be evaluated for scoring; vague terms such as "as required" or "as soon as possible" render bids non-responsive. Price increases are not permitted during the first 12 months of the contract; only one price increase is allowed during the contract period based on industry-wide price changes with 30 days' written notice and supporting documentation. The successful bidder must maintain Contractor's General Liability Insurance of $1,000,000 per occurrence and Kentucky workers' compensation insurance, providing an ACORD certificate within 10 days of award notification. All work must conform to current Kentucky Transportation Cabinet Standard Specifications, Standard Drawings, and the Manual of Uniform Traffic Control Devices. The Commonwealth reserves the right to apply reciprocal preference to Kentucky resident bidders and preferences for qualified bidders as defined in KAR 200 5:410, including a 20% preference for Kentucky Correctional Industries and 15% preference for Kentucky Industries for the Blind and certain qualified nonprofit agencies.
