About this file
This is a Request for Bid (RFB) document issued by the Kentucky State Fair Board for audio service and equipment rental. The solicitation seeks vendors to provide complete sound system rentals and sound technician services for the 2026 Kentucky State Fair, scheduled for August 20-30 at the Kentucky Exposition Center in Louisville. The RFB requires bidders to quote pricing for two line items: daily rental rates for complete sound systems (estimated at two to five systems for approximately 11 days) and hourly rates for sound technician services (estimated at five to nine technicians per day). Minimum equipment specifications are detailed, including front-of-house mixers, 3-way speaker systems, monitor systems, and associated audio equipment such as 25 wired microphones, 25 wireless handheld microphones, and various supporting accessories. Sound technicians must demonstrate a minimum of four years of experience in stage show audio operations, with resumes required at bid submission. The solicitation was issued April 9, 2026, with questions due by April 15, 2026 at 10:00 AM EST and bids closing April 22, 2026 at 3:00 PM. The resulting contract will be awarded for an initial one-year period with four optional one-year renewal periods. Equipment must be shipped to Kentucky Fair & Exposition Center, 937 Phillips Lane, Louisville, KY 40209, with setup and testing required prior to fair opening.
Award will be made on a best value basis using the following weighted criteria: price (90 points), experience in years (10 points), and delivery capability (pass/fail). The bidder with the lowest price receives maximum points, with other bidders scored proportionally. Experience evaluation is capped at 20 years maximum. All pricing must remain valid for a minimum of 60 days after the bid due date and must be submitted electronically through the Kentucky Vendor Self-Service (VSS) system; paper bids are not acceptable. Bidders must register in the eProcurement system at least 5-7 days before the closing date. Quotations are on an F.O.B. Destination Freight Prepaid and Allowed basis, with vendors responsible for all shipping and freight charges. Prices quoted must exclude federal excise tax and Kentucky sales or use tax. After 12 months of contract performance, vendors may request price increases subject to written justification and KSFB approval, while price decreases reflecting industry-wide changes must be provided promptly. The KSFB reserves the right to cancel the contract with 30 days' notice and may terminate for default or convenience. All employees must adhere to uniform dress codes approved by the KEC Sound Department, and no alcohol or illegal drug use is permitted.

Document Phase Document Description Page 7
An evaluation committee, or a designated individual, will evaluate the information provided by the vendor in response to the established measurable criteria contained in the solicitation.
Measurable Criteria:
Price: 90 Points Experience: 10 Points Delivery: Pass/Fail Total Points: 100 Points
Each vendor is responsible for submitting all relevant, factual, and correct information with their bid to enable the evaluator(s) to afford each vendor the maximum score based on the available data submitted by the Vendor.
A bidder shall submit one (1) response to a solicitation. Multiple or alternate bids offering more than one (1) bid price in total or by line item shall be rejected.
Price (90 points) The bidder with the lowest Price receives the maximum score. The bidder with the next lowest Price receives points by dividing the lowest Price by the next lowest price and multiplying that percentage by the available points. For example, 900 points are allocated to the lowest Price criteria for this procurement, Bidder “A” bids $3.00 as the lowest bidder and receives the maximum 90 points ($3.00 / $3.00 = 1.00 x 90 = 90). Assume Bidder “B” is the next lowest bidder at $4.00, then “B” receives 67.5 points ($3.00 / $4.00) = .75 x 70 = 67.5).
Experience (10 points) The bidder with the greatest number of years’ experience (not to exceed 20 years for evaluation purposes) receives the maximum number of points. The bidder with the next largest number of years’ experience, receives points by dividing the next largest number of years’ experience by the largest number of years’ experience and multiplying that percentage by the available points. For example, 10 points is allocated to the largest number of years’ experience for this procurement, Bidder “A” bids 20 years as the bidder with the largest number of years’ experience and receives the maximum of 10 points (20 / 20 = 1.00 x 10 = 10). Assume Vendor “B” is the bidder with the next largest number of years’ experience at 15 years, then “B” receives 7.5 points (15 / 20) = .75 x 10 = 7.5). Vendor shall enter number of years’ experience in (Attachment D) with a minimum of two (2) years demonstrated.
Delivery (Pass/Fail) The bidder, by submission of their bid, agrees delivery shall occur on dates list on face of the solicitation Vendors that cannot guarantee delivery on those dates should not submit a bid

In the event of any conflicts between the specifications, terms and conditions indicated by the KSFB and those indicated by the contractor, those of the KSFB take precedence. The contract supersedes all bids or other prior agreements, oral or written, and all other communications between the parties relating to this subject.
