About this file

This file consists of responses to pre-solicitation questions submitted by bidders for RFP No. 180000002945, administered by the State of Michigan's Department of Licensing and Regulatory Affairs (LARA). The contract involves examination services for 45 occupational and professional licenses, with a service start date of September 1, 2018. Key scope requirements include developing job analyses and exam specifications, administering licensing examinations, processing candidate registrations, and managing exam databases. The contractor will be responsible for conducting new job analyses on a regular basis throughout the contract term, with LARA identifying which analyses require completion within the first two years. Notable clarifications include the elimination of pocket license card issuance at test centers, the removal of continuing competency examination requirements for Residential Builders and M&A Contractors, and flexibility regarding the co-location of cosmetology-related practical exams at dedicated or standard test centers. The evaluation process separates the vendor questions component (10 points) from the prior experience evaluation (35 points).

The contractor may retain ownership of proprietary technologies and intellectual properties previously developed; however, materials and exam content created specifically for the State must be transferred to LARA upon completion. Examination fees are capped by statute for certain licenses, including skilled trades at $100 per examination and polygraph examinations at $50. Electronic signatures are no longer required during admission and check-in processes. The contract operates on a no-cost basis for alternative resources, and pricing evaluation occurs only after the proposal passes technical evaluation, with no predetermined formula used for pricing assessment.
