Limited Sources Justification and Approval (J&A)

FOR OFFICIAL USE ONLY

March 2018 FOR OFFICIAL USE ONLY Page 2 of 4

I. Contracting Activity.

Department of the Air Force, Air Combat Command, 55th Contracting Squadron, Offutt AFB, NE.

Contracting officer: Theresa H. Bryant, 402-294-7304

II. Nature and/or description of the action being processed.

The intent is to award an FFP contract with a period of performance from 30 September 2020 through 29 September 2022.

This is a new order to continue acquiring Environmental Systems Research Institute, Inc. (ESRI) products and services using GSA Federal Supply Schedule GS-35F-253CA. The ESRI Enterprise Advantage Program (EEAP) is a collaborative gateway to ESRI experts and key services that can assist USSTRATCOM/J2 to define, implement, and operate their mission management, analysis, and tracking efforts. The purpose of the EEAP is to provide vision, planning, advice, technical enhancements, and collaboration with each program subscriber, meaning, shared use of this enhanced tool for all component commands and other approved Department of Defense entities. USSTRATCOM/J2 requires a two-year EEAP subscription to continue to support a fourth iteration of high-impact enhancements since 2015, vastly improving the Global Analytical Tracking Environment (GATE) and Integrated Mission Management and Analysis Dashboard (IMMAD) applications/domains, increasingly used to produce visualization products supporting the USSTRATCOM deterrence mission.

The spectrum of these requirements is captured in the following eight major activities:

Activity 1 – Program Management Activity 2 – Systems Engineering and Architecture Activity 3 – Software Research, Development, Test and Evaluation Activity 4 – Software Sustainment, Configuration and Deployment Activity 5 – Workforce Development Activity 6 – Specialized On-site Technical Support Activity 7 – Strategic Advising Activity 8 – Travel

III. Description of supplies/services required to meet agency needs.

Period Period of Performance Estimated Cost 24 Months 30 September 2020 through 29 September 2022 Labor Cost

Total ODC Estimate:

On-Site Labor Estimate:

Future Potential Efforts:

Total Estimate:

Funding Type: RDT&E 3600

The requirement is for approximately labor hours, ESRI ArcGIS Advantage Program Annual Fees, ESRI Advantage Program Learning Service Credits, ESRI Training Pass, Offutt On-Site Per Diem and ESRI Team travel for an estimated total of to satisfy this effort. Placement of an ESRI on-site ESRI representative at the USSTRATCOM Building 1000 is required to ensure ongoing collaboration efforts between the customer and vendor to continue system enhancements on a spiral, test, review of milestone decisions to assess a pass or fail of upgrades executed. The enhancements must involve use of the in-place propriety applications to maintain system continuity and integrity. User training documents delivered (fourth version) must also take advantage and build upon the tools, directions, and booklets already in place. The vendor must be able to execute these forth iteration of enhancements while still retaining 100 percent of those improvements/capabilities delivered in the previous three task orders, dating back to 2015. The enhancements that must be retained are specifically related to the overall operation of the Global Analytical Tracking Environment (GATE), and the Integrated Mission Management and Analysis Dashboard (IMMAD) applications/domains.

IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.

FAR 8.405-6 requires an ordering activity to justify its actions when restricting consideration of schedule contractors to fewer than required in FAR 8.405-1 or 8.405-2. In addition, all orders exceeding $150,000 shall be placed on a competitive basis (by providing a fair notice of intent to make the purchase) unless written determination is justified and approved. The specific circumstance that justifies restriction for this acquisition is FAR 8.405-6(a)(i)(B).

FAR 8.405-6(a)(1)(i)(B)-Only one source is capable of responding due the unique or specialized nature of the work.

ESRI software and applications are proprietary and the services required can only be performed by certified ESRI developers, engineers, and architects. These services were used in the past three phases of the GATE and IMMAD prototyping and improvement efforts and cannot be duplicated. ESRI's applications are used to support USSTRATCOM/J2 intelligence analysts. USSTRATCOM/J2 has made a significant capital investment in ESRI applications and capabilities which are core elements of its geospatial information-sharing, visualization, and exploitation enterprise. The requirements, goals, and desired end state of deliverables described in the performance work statement depend on use of ESRI's proprietary applications finalized in the 2nd iteration of enhancements and ultimately even more from the current task order ending 29 September 2020. It is both economically feasible and in the best interest of USSTRATCOM/J2 to continue with the ESRI vendor to roll the 3rd iteration of enhancements into this task order request 30 September 2020 through 29 September 2022.

V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with

FAR 8.404(d).

The Contracting Officer (CO) will make the determination at the time of award as to whether the contracting strategy proposed in this J&A represents the best value to the agency consistent with FAR 8.404(d). 55th CONS anticipates this award to be made against the GSA Contract GS-35F-253CA. The Contracting Officer will conduct a price reasonableness determination as part of the best value determination.

The Contracting Officer will use appropriate and available information to review proposed prices and determine that they are fair and reasonable, and such documentation shall be included in the contract file. The contracting officer will review the offerors’ published commercial price, including prices list on various government-wide acquisition vehicles and other sites, such as pricing data contained in the GSA Acquisition Gateway Pricing Portal. The Contracting Officer will also request other cost data, and explanations regarding market conditions, from the offeror, in the event that the offeror submit prices that exceed published commercial prices. Other information that may be used includes Independent Government Cost Estimates (IGCE), historical information, contractor’s invoice payments and commercial pricing that have been determined to be fair and reasonable.

VI. Description of the market research conducted and the results, or explain why market research was not conducted.

ESRI is the only source for its products. ESRl's commercial technology is proprietary to ESRI and subject to their intellectual property control and interests, including copyright, trade secrets and patents, so that software maintenance and support for the substantial Air Force inventory of ESRI software licenses is only available from ESRI. The same proprietary intellectual property interests limit the effectiveness for exchange of data between the commercial ESRI software and other proprietary commercial software systems performing similar functions. Additional licenses for additional users of the current systems supported by ESRI are only available from ESRI.

ESRI ArcGIS Software Maintenance is required to sustain USSTRATCOM's current infrastructure and no other software maintenance can be used as an equal. IAW DFARS 208.7402, market research was conducted and identified the mandatory DoD Enterprise Software Initiative (ESI) website. Utilizing the product search tool for ESRI, ESRI ArcGIS Software Maintenance and Support was not able to be found on the ESI website, so an email was sent to ESIWebTeam@bcinow.com to determine if ArcGIS Software Maintenance by ESRI is still a required commercial software or related service through ESI. ESIWebTeam responded with "ArcGIS software currently is not available through DoD ESI and Army CHESS. You may acquire them from GSA or GWACs (http://www.gsa.gov/portal/content/104874)".

A sources sought was posted to beta.sam.gov with a NAICS Code is 511210 and a Size Standard of $41.5 Million. Only one

March 2018 FOR OFFICIAL USE ONLY Page 4 of 4 response was received and as such there is no reasonable expectation that two or more responsible offerors would submit priced offers in response to a solicitation expressing this requirement. ESRI was the only company to reply to the sources sought posting. ESRI provided documentation of their past works (Governmental & Non-Governmental), their capability, and details on how it directly relates to the requirement in consideration. This composition provided documentation of technical expertise and capability in sufficient detail for the Government to determine that ESRI possessed the necessary functional area expertise to compete for this acquisition.

VII. Other facts supporting the justification.

ESRI has assisted STRATCOM with the implementation and modernization of GIS within the command for nearly . In addition to , ESRI designed and implemented the

. ESRI recently completed a Therefore, we are best positioned to understand how to leverage this unique and effective support vehicle in meeting the needs of USSTRATCOM/ J2.

VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.

This agreement will be executed following guidance of all applicable statues and regulations including FAR Subpart 8.4, DFARS Subpart 208.4, and the GSA ordering procedures.

ESRI is the only responsible source with the necessary software code design knowledge, manufacturing, production, and process data capable of providing items and support that meet the minimum requirements for form, fit, and function required to maintain and sustain USSTRATCOM's networked infrastructure. Each year, the Government performs a review of the ESRI BPA, while estimating the time and cost of procuring an equal software to replace the ArcGIS software.

This cost and time period will defeat the Government's investment of these services and products.

As the state of the marketplace and technology changes and through partnering with industry, the Air Force will continue to search for the next best solution to handle its ArcGIS requirements in ways that will limit dependence on ESRI. The Air Force is constantly looking for new and improved ways to process and share information across the enterprise in a secure manner.

IT technology, product development and improvements are continually being researched and reviewed. Determinations of product(s) which best meet customer requirements and "best buy" policy is a systematic and formal process. As soon as future technology improvements present a viable, cost-effective alternative solution, the Air Force will work towards a competitive solution to remove barriers that lead to the restricted consideration of using ESRI.
