About this file
This is a Questions and Answers document for Federal Acquisition Regulation (FAR) solicitation FA670326Q0015 concerning fiber optic cable installation at the Dobbins Air Reserve Base (ARB) Air Traffic Control (ATC) Tower.
The document clarifies key requirements and constraints for offerors: site visit attendance is not mandatory; a Georgia low-voltage/electrical contractor license is not specifically required; bid, payment, and performance bonds are not required; and prime contractors may utilize qualified licensed fiber/low-voltage subcontractors subject to small business requirements. Personnel performing fusion splicing and optical testing must hold fiber certifications such as FOA/CFOT, BICSI, or manufacturer certifications. The installation involves routing single-mode fiber from the first floor to the observation deck through existing multimode conduit pathways. The existing multimode/fiber panel on the observation deck should be utilized if available; otherwise, a new Line Interface Unit (LIU) must be installed on the observation deck connecting to existing paths. Armored fiber must be protected from weather per commercial best practices. Service loops of 15 feet are required at both ends, with the observation deck loops integrated with existing infrastructure using outdoor-rated labeling, and first-floor loops coiled and labeled on the rack. Exact rack unit positions and labeling conventions will be determined at installation. Personnel require escorted access at all times, with operating hours Monday through Friday 8 a.m. to 11 p.m. and Saturday through Sunday 8 a.m. to 4 p.m.; a personnel list is required. Multimode fiber disposal must be removed and delivered to 94th Computer Squadron for proper handling. Wage determination 2015-4471 revision 37 applies, with FAR 52.222-41 or equivalent to be added in Amendment 2.
