Performance Work Statement (PWS) UMCS System Integrator Support Fort Lee, Virginia 30 July 2014, Revision 0 1 April 2015, Revision 1 7 May 2015, Revision 2
Revisions are in bold
Revision 2: Revised various wording in section 2 to clarify work to be accomplished.
1.0 Synopsis: Ft. Lee requires a System Integrator to operate its base-wide UMCS. The role of the UMCS is to remotely monitor and control HVAC devices located in buildings throughout Ft. Lee and to ensure that desired building environments are created and maintained in the most economical manner. Operation of the UMCS system includes all hardware and software associated with the system. The Ft. Lee UMCS currently utilizes Johnson Controls’ Metasys Extended Architecture (MSEA) software platform. Metasys is proprietary with regards to its operational features, communications, software and detailed technical specifics of automated systems and it requires JCI-certified technicians to assess and program the system. By sole sourcing the System Integrator position to JCI, the following benefits will be acquired: enhanced reliability; a single point of responsibility for any defects or integration problems; consistent software upgrades; decreased training requirements and reduced operation costs. By sole-sourcing the position to JCI, the Government achieves cost efficiencies by eliminating proprietary interface concerns, custom integration requirements and warranty disputes. This approach allows Ft. Lee to benefit from consistency throughout the base.
