About this file
This is a Statement of Need for a prime mover modification project at James A. Haley Veterans Affairs Medical Center (VAMC) in Tampa, Florida. The requirement involves removing the current stake body from an existing truck chassis and replacing it with a crane body to enhance emergency management capabilities. The modified vehicle will transport up to five team members, tow trailers, and safely load heavy equipment and supplies using the crane, eliminating manual hand-loading by staff and enabling rapid mobilization of emergency resources including field hospital tent systems, generators, and laundry/shower trailers.
The scope includes furnishing and installing a 16-foot platform with treadplate steel and headboard (overall length 16'-5", width 95.75"), complete with platform lights, undercoating, and reinforcement gussets. Contractors must also furnish and install a Stellar 4421 telescopic crane with 12-volt, 16,000-pound hydraulic extension capacity, stabilizer assemblies, outriggers, and an adjustable boom support (33.5" to 51.5" tall). Additional requirements include an underbody toolbox for auxiliary battery (24" x 18" x 18" steel construction), a 27DM battery with 300-amp solid-state battery disconnect, and associated wiring. The contractor must provide standard manufacturer industry warranty coverage and deliver all items and complete installation within 120 days of purchase order processing. Delivery location is James A. Haley Veterans Hospital, 13000 Bruce B. Downs Boulevard, Tampa, FL 33612.

STATEMENT OF NEED
GENERAL:
Prime Mover Modification for James A. Haley VA Medical Center Emergency Management
James A. Haley VAMC requires modification to our prime mover for use during emergency responses, by removing the current stake body and replacing it with a crane body.
BACKGROUND:
This project is to purchase a crane body replacement of the stake body currently mounted on the prime mover. Having this asset gives us the ability to quickly mobilize materials and equipment during emergency situations or the establishment of alternate care sites, disaster response sites, etc.
There is currently a very limited ability to effectively mobilize the emergency resources our section has at its disposal to establish alternate care sites, such as field hospital tent systems, generators, and laundry/shower trailers.
This prime mover modification will enhance Emergency Management’s ability to respond to any event.
PURPOSE:
This vehicle will have the capability to transport up to five team members as well as tow any of our 20 + trailers, and in addition, we will be able to load heavy equipment and supplies onto trailers and the truck safely by reducing physical hand loading by staff using the crane.
SCOPE:
James A Haley is requesting contractors provide equipment that meets or exceeds the physical, functional, and performance of the listed salient characteristics in this section.
The equipment feature is essential to the technical requirements to meet the needs of the government.
