COMMBUYS Bid#: BD-24-1071-AO-CON01-100916
Agency Document Number: Dental Services NOI - 24
Issued: April 2, 2024
The Massachusetts Rehabilitation Commission (MRC) is publishing this Notice of Intent to make a Best Value Award to Implant Dentistry Associates of Quincy, P.C., a qualified provider for the procurement of dental services as described below.
The award allows MRC and the selected dental provider(s) to contract for discrete services for an eligible consumer of vocational rehabilitation services in accordance with their Individualized Plan for Employment (IPE).
1. Purpose of the One-Time Dental Restoration Award
The MRC assists individuals with disabilities to live and work independently. MRC is one of the two state agencies that are responsible for Vocational Rehabilitation (VR) in Massachusetts, and in this capacity is federally mandated to develop partnerships with corporate and non-profit entities that can provide training and experience that will result in integrated-competitive employment for persons with disabilities. MRC also incorporates a Community Living (CL) Division, which provides goods and services that enable consumers to live independently in a community setting, including Housing, Transition Services, Adaptive Housing, Vehicle Modification, Driving Evaluations and Training and Assistive Technology.
In accordance with the requirements of federal and state regulations, 34 CFR Parts 361.48 and 361.52, and 107 CMR 6, the purpose of this notice of intent to award is to secure specific and unique dental restoration services that will enable the consumer to have increased functionality of their oral cavity including the capacity to consume a variety of foods and articulate more clearly. These capacities have been determined as necessary, in accordance with all applicable regulations, to assist the consumer in achieving their approved employment outcome.
As a result of their disabling condition, the consumer has recently required emergency medical care which further impacted their ability to engage in vocational rehabilitation services. In consultation with the consumer and their medical providers, MRC vocational rehabilitation Counselors identified the below service provider, Implant Dentistry Associates of Quincy, P.C. This decision was based on extensive research including a thorough review of the consumer’s disabling conditions and unique oral/periodontal circumstances. After consultation with Implant Dentistry Associates of Quincy, P.C. in late January of 2024, the provider confirmed that they could perform the necessary procedures for this individual.
Based on the consultation, Implant Dentistry Associates of Quincy, P.C. provided a quote and a breakdown of procedures which they submitted to MRC in mid-February of 2024 and is contained in this document.
Proposed Deliverable: Double Arch Zirconia
2. Statement of Work Amount and Duration
MRC will award $66,000.00 to Implant Dentistry Associates of Quincy P.C. for Double Arch Zirconia dental services.
MRC may at its discretion request additional tasks related to deliverables 1 and 2; such services will not exceed a total maximum obligation of $70,000.00 inclusive of the initial deliverable. The provider shall not commence work activities or submit invoices for any additional services until an amendment to the scope of services has been signed by both parties.
3. Production and Delivery Schedule:
Dental Services shall be initiated upon execution of the contract and shall be completed by December 31st, 2024.
1. The Selection of Implant Dentistry Associates of Quincy, P.C.: Necessary, Efficient, Supports the Purposes and Addresses the Challenges of the required services.
In order to source an appropriate provider, the consumer consulted with other providers including three dental schools in the region. None could offer the level of skill and expertise that the procedures require. Implant Dentistry Associates of Quincy, P.C., has both reviewed the medical records of the consumer and completed an examination prior to providing the attached quote.
MRC believes that the selection of Implant Dentistry Associates of Quincy, P.C., Inc. is necessary, efficient and warranted due to the nature and complexity of the services required. Timeliness of completion is also a consideration as the services are necessary to enable the consumer to participate in vocational rehabilitation services and avoid related medical complications.
MRC finds that the selection of Implant Dentistry Associates of Quincy, P.C., Inc, without an open public process, is fair and reasonable, necessary, and supports the need for efficient implementation. Awarding these funds to Implant Dentistry Associates of Quincy, P.C. Inc is a best value for the Commonwealth; it allows MRC to leverage consultation hours already completed by the vendor to ensure appropriateness and efficacy of the dental restoration within the scope of the award.
