SECTION A – PROGRAM DESCRIPTION
1. STATEMENT OF PURPOSE
The purpose of this cooperative agreement is to provide financial and technical support for the Transportation Research Board (TRB), a division within the National Academy of Sciences (NAS), to provide, “Core Program Services for a Highway Research, Development, and Technology Program.”
2. LEGISLATIVE AUTHORITY
The authority to award an agreement for this effort is found under Section §502(b)(3) of United States Code (U.S.C.) Title 23, Surface Transportation Research, which states the following:
(3) COOPERATION, GRANTS, AND CONTRACTS. —The Secretary may carry out research, development, and technology transfer activities related to transportation—
(A) independently;
(B) in cooperation with other Federal departments, agencies, and instrumentalities and Federal laboratories; or
(C) by making grants to, or entering into contracts and cooperative agreements with one or more of the following: NAS, the American Association of State Highway and Transportation Officials, any Federal laboratory, Federal agency, State agency, authority, association, institution, for-profit or nonprofit corporation, organization, foreign country, or any other person.
3. BACKGROUND
The transportation research community consists of numerous partnerships to aid in the conduct of research and the implementation of technologies and innovations. The FHWA, DOT, State departments of transportation (State DOT), and NAS are among these partners, who work closely in many facets of the national research program.
The TRB is a program unit of NAS, a non-profit organization that provides independent, objective, and interdisciplinary solutions. The TRB's mission is to promote innovation and progress in transportation by stimulating and conducting research, facilitating the dissemination of information, and encouraging the implementation of research results.
The TRB fulfills this mission through the work of its standing technical committees and task forces addressing all modes and aspects of transportation; publication and dissemination of reports and peer-reviewed technical papers on research findings; administration of contract research programs; conduct of special studies on transportation policy issues; maintenance of the
Transportation Research International Documentation (TRID); and hosting an annual meeting that attracts approximately 13,500 transportation professionals from throughout the United States and abroad.
The TRB is supported by FHWA, State DOTs, the various modal administrations of DOT and other Federal agencies, industry associations, and other organizations.
4. GOALS
The goals of this cooperative agreement are to provide funding and technical support to TRB to ensure that the results of research are successfully coordinated and disseminated to FHWA, and throughout the transportation industry. The work under the proposed agreement supports that objective by funding the following activities to be performed by TRB:
• Support a national program of highway research, development, and technology;
• Encourage and promote the establishment of research activities within highway agencies;
• Disseminate highway and intermodal transportation research findings and promote their implementation;
• Maintain and operate the TRID;
• Conduct a research and development coordination and communications program; and,
• Conduct studies, reviews, and conferences relating to highway and intermodal transportation, safety, and technology.
5. STATEMENT OF WORK
PROJECT TASKS
Task 1 – TRB Core Technical Activities
The TRB Core Technical Activities are composed of many continuing interrelated and interdependent activities that include the TRB annual meeting, standing committees and task forces, committee-sponsored conferences and workshops, the sponsor visit program, and providing responses to inquiries drawing on the TRB Library and TRID and publications. The Core Technical Activities staff is composed of specialists in each transportation mode and discipline who carry out activities on behalf of the TRB sponsors and the communities they serve. The TRB Core Technical Activities are financed by the pooled resources of sponsors.
Task 2—Conduct an Annual Meeting
Conduct an annual international meeting in the Washington, District of Columbia, area as a forum for the presentation of highway research results. This annual meeting, which draws approximately 13,500 people, will be held within the context of an overall transportation research meeting involving various modes of transportation. The meeting focuses on current topics in transportation research, drawing from experts from public and private agencies, universities, and professional organizations in the United States and around the world to present research and findings in workshops, lectures, panels, poster sessions, and by other means.
In conjunction with the annual meeting, provide FHWA with display areas and meeting facilities. Arrange for providing miscellaneous items such as electrical hookups, easels, spot lighting, etc. Solicit through various methods including an e-newsletter, Website, committees, and other established network papers for presentation at the annual meeting. The recipient shall review and select appropriate papers to be presented at the meeting.
Provide for registration of all FHWA employees requesting attendance to the annual meeting in January. Provide FHWA with four (4) conference rooms in the Walter E. Johnson Convention Center, a conference room in the Marriott Marquis, and up to 40, 10-foot x 10-foot exhibit booths (prime space), including carpet and drape (in colors chosen for general use). Each booth shall include one (1) 6-foot table, two (2) chairs, one (1) standard electrical outlet, and booth sign with booth number. Costs for any additional exhibit booths or other displays and equipment will be borne directly by FHWA through agreements entered between FHWA and individual vendors.
Task 3—Technical Committees
Maintain standing committees of authorities in subject areas of interest to FHWA. These committees shall be responsible for promoting the exchange of technical research information, advancing the state-of-the-art in the areas of their expertise and for identifying research needs.
Committee membership shall be in accordance with National Research Council/TRB requirements for member balance among organizations, regions, disciplines, and other characteristics. These committees shall also frequently compile research needs for use by the transportation community at large.
Maintain member balance among organizations, regions, disciplines, and other characteristics to provide new perspectives, and to ensure the exchange of current information about needed research.
Membership on these standing technical committees shall be rotated every 3 years. One-third of the current members will not be reappointed. In this way, new individuals will continually be brought into committee functions. This will provide an opportunity to staff committees with experts in activities that are relevant to the times and to broaden committee interests.
Establish appropriate new committees as the need is demonstrated and to respond to changing issues facing the transportation industry.
Conduct committee-sponsored conferences and workshops as determined appropriate by the technical committees. Each of these conferences and workshops will be sponsored by one or more committee, sometimes in cooperation with a local host organization, and managed by contractor technical staff. Costs for the smaller conferences will be supported in part by core support funds (pooled sponsor support) and may be supplemented through registration fees. The more complex conferences, involving substantial report preparation, review, and publication, will be supported through supplemental special funding from Government agencies or other sponsors. The FHWA ex officio members of the TRB Executive Committee will be provided with information on all proposed conferences and workshops before they are approved, providing FHWA the opportunity for participation. Please note the recipient shall not proceed with FHWA-funded share of conferences without the express written consent of the Agreement Officer (AO)
Task 4—Maintenance of National Overview of Highway Research
Maintain a national overview of highway research through a sponsor visit program. Visit each of the State transportation agencies every 3-years to assess the interest, competency, and relevancy of the research conducted by each State transportation agency as well as to encourage a coordinated national transportation emphasis. In conjunction with these visits, visit selected key universities and public and private researchers responsible for highway related research. Visits to international research organizations, conducted as part of international visits for other specific purposes, will be considered under this task. Consolidate visits as much as possible to minimize travel expenses. A summary of the results of these visits will be printed annually in the NAS published TRNews.
Task 5—Maintenance and Dissemination of Research Results (Clearinghouse for Research Results)
The TRB shall continue to process new highway-related publications into the Transportation Research Information Services (TRIS). The TRIS is combined with the International Transport Research Documentation Database and is known as the Transport Research International Documentation Database, available on TRB’s Website at trid.trb.org. This agreement will ensure that transportation professionals and decision makers have access to reliable, relevant, and timely information to support transportation research, operations, and investments. The TRB shall continue to be responsible for producing and maintaining the TRIS Database part of TRID, and shall continue to ensure Web access to the combined TRID Database by the public free of charge. The TRB shall provide technical assistance on advanced TRID searches for FHWA as needed.
The TRIS also supports and maintains the Research in Progress (RIP) Database and shall provide support to FHWA for entering and updating project records in the RIP Database.
Task 6—Publication and Distribution of Reports
Develop, publish, and distribute a variety of reports and periodicals to assist in the transfer of technical information. Publications shall include but not be restricted to items such as general non-technical reports related to very specific topics. Reports shall also be developed which summarize and highlight some of the key papers presented at the annual meeting. The TRB shall maintain and update a mailing (email) list for distribution of publications to FHWA staff with an update coordinated through the Agreement Officer Representative (AOR). Please note FHWA would prefer electronic report distribution.
Provide the AOR with and electronic copies of all publications reporting on the activities carried out under the TRB core technical activities program. There are approximately 100 of these individual reports anticipated for delivery to FHWA each year. These reports include, but are not limited to: approximately 50 reports per year in the Transportation Research Board Record Series -A Journal of the Transportation Research Board, the bi-monthly TRNews, the TRB Annual Report, the annual Field Visit Program publication, and the technical and financial reports presented semi-annually at Executive Committee meetings.
