Requirements Document

Test Equipment for Accuracy Evaluation of Electric Vehicle Supply Equipment (EVSE)

Introduction/Background

The National Institute of Standards and Technology (NIST), and the Office of Weights and Measures (OWM) requires support in exploring the use of DC test equipment for Electric Vehicle Supply Equipment (EVSE) and in the development and application of requirements and test procedures for EVSEs to determine compliance with NIST Handbook 44. NIST OWM has also established the “NIST United States National Work Group (USNWG) on Electric Vehicle Refueling and Submetering” to investigate the feasibility of using EVSE test equipment as field test standards in the inspection and testing of commercial Electric Vehicle Supply Equipment (EVSE) or EV Fueling Systems. NIST OWM is also responsible for developing standards and test procedures for EVSEs to facilitate uniform adoption and implementation of legal metrology standards in the U.S. and to facilitate harmonization where possible with corresponding international standards.

Minimum Requirements

The equipment must meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, or prototype items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

CLIN 0001: The Contractor shall provide Test Equipment for Accuracy Evaluation of Electric Vehicle Supply Equipment (EVSE) which must meet or exceed the minimum requirements identified below:

1. Must be able to evaluate both alternating current (AC) and direct current (DC) modes of operations

2. Must include an integrated load emulator, and the integrated system must be field-ready and easily transportable.

3. Must possess the technical capability to evaluate the accuracy of electric charge delivery compatible with the criteria as described in NIST Handbook 44 Specifications, Tolerance, and other Technical Requirements for Weighing and Measuring Devices; Section 3.40. Electric Vehicle Fueling Systems (https://www.nist.gov/system/files/documents/2021/11/30/2022-HB44-Section-3-40-22.pdf).

Delivery

Delivery shall be FOB DESTINATION and shall occur no later than 9/30/2022 upon receipt of the order.

FOB Destination means: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The Contractor shall deliver all Line Items to:

The National Institute of Standards and Technology 100 Bureau Drive, building 301, Shipping and Receiving Gaithersburg, MD 20899 United States of America

Inspection and Acceptance

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to examine the data derived from the acceptance tests.

Inspection and acceptance shall occur within 21 business days after receipt of the devices at NIST.

Equipment will be inspected upon arrival at NIST for damage and compatibility with cryostat system. Equipment will be accepted when NIST has determined that the equipment performs in the cryostat system and provides the specified bandwidth during pulsed operation with 150 W incident pulse power.

A visual inspection of the transducer will be performed by the NIST TPOC to identify surface defects or any form of indication that the instrument was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the device due to defects and/or nonconformance.

The place of acceptance shall be:

National Institute of Standards and Technology 100 Bureau Drive Building 216 Gaithersburg, MD 20899

The equipment will be inspected upon arrival at NIST for damage during shipment to NIST.

The equipment will be tested with EVSE to ensure that it functions properly and accuracy tests will be performed to ensure that it meets the specifications required.

Warranty

The Contractor shall warrant the entire system/parts in accordance with the Contractor’s standard commercial timeframe. Warranty shall commence after receipt and acceptance of the equipment and shall be in accordance with terms in FAR 52.212-4

Payment Schedule

The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after receipt and acceptance by the TPOC of fully compliant equipment.

2. The Government anticipates inspection will occur upon:

a. After the testing procedures set forth in this document have been complete
