About this file

This document is a Statement of Requirements for the procurement of a refurbished Ultivo Triple Quadrupole Mass Spectrometer. The National Institute of Standards and Technology requires a mass spectrometer that meets detailed technical specifications for resolution, mass range, accuracy, dynamic range, scan modes, and maximum scan and MRM rates. The successful contractor must deliver the mass spectrometer within 120 days, install it at NIST's Gaithersburg campus within 10 days of receipt, and provide up to four NIST personnel with training within 10 days of installation. The contractor must also provide a one-year warranty and two operations and maintenance manuals. Delivery, installation, and training must be completed by the specified deadlines in order for NIST to accept the equipment.

STATEMENT OF REQUIREMENTS

TITLE: Triple quadrupole mass spectrometry detector

I. SPECIFICATIONS

The Contractor shall provide one (1) refurbished Ultivo Triple Quadrupole Mass Spectrometer that meets or exceeds the following requirements:

System

• The Mass Spectrometer shall have a dedicated Electrospray Ionization (ESI) source.

• The Mass Spectrometer shall have a mass resolution of at least 0.7 Dalton (determined at

FWHM).

• The Mass Spectrometer shall have a mass range of at least 5 to 1400 m/z.

• The Mass Spectrometer shall have a mass accuracy of at least 0.1 Dalton from 5 to 1000 m/z, and 0.2 Dalton from 1000 to 1400 m/z.

• The Mass Spectrometer shall have a linear dynamic range of at least > 6 × 106 (counts).

• The Mass Spectrometer shall have polarity switching ≤ 20 ms.

• The Mass Spectrometer shall have acquisition scan modes that include MS2 scan, product ion scan, neutral ion scan, SIM, MRM (static, dynamic, triggered), and mixed mode (simultaneous acquisition of various scan modes in one time).

• The Mass Spectrometer shall have a maximum scan rate of at least 15,000 Dalton/second with a maximum MRM acquisition rate of 500 MRMs/second.

• The Mass Spectrometer shall have MRM transitions of at least 500 MRMs/time segment and 33,000 MRMs/method.

• The Mass Spectrometer shall have Dynamic MRM transitions of at least 4,000 dynamic transitions/method.

• The Mass Spectrometer shall have Triggered MRM transitions of up to 10 MRM transitions (primary and secondary) for library search and compound confirmation.

• The Mass Spectrometer shall have a collision cell ion clearance < 1 ms.

• The Mass Spectrometer shall have a single point of control.

• The Mass Spectrometer shall have a data system capable of full system control through

Agilent MassHunter software (already in function at NIST) which can store and process spectral data from the detector.

• The Mass Spectrometer shall be capable of connecting to an already existing Agilent

Infinity II Series HPLC/UHPLC system.

Manual

• The Mass Spectrometer shall come with two (2) operations and maintenance manuals which cover proper operation, routine maintenance, and troubleshooting for all instrument components controlling software (supplied in hard copy or electronic format, or both)

Installation:

The Contractor shall install the instrument at 100 Bureau Drive, Gaithersburg, MD 20899, Building 227, Room B133. Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up and hook-up of all equipment, start-up, demonstration of specifications, and removal of all trash. Instrument shall operate to manufacturer’s specifications upon installation.

Installation shall take place during normal business hours, between 8:30 am and 5:00 pm Eastern

Time, Monday through Friday except Federal Holidays, and shall be coordinated with the NIST

Contracting Officer Representative (COR). Installation shall occur within 10 days after receipt of Mass Spectrometer.

Training:

The Contractor shall provide training for up to four (4) NIST personnel at 100 Bureau Drive, Gaithersburg, MD 20899, Building 227, Room B133. Training shall cover normal operation, demonstration of specifications, operation of software, troubleshooting, and routine maintenance.

Training shall be provided during normal business hours, between 8:30am and 5:00pm Eastern

Time, Monday through Friday, except Federal Holidays, and shall be coordinated with the NIST

COR to ensure maximum availability of NIST personnel. Training shall occur within 10 days of installation.

Warranty:

The Contractor shall provide, at a minimum, a one-year warranty for the equipment. The warranty shall cover all parts, labor and travel. The warranty shall commence upon successful completion of delivery, installation, training and demonstration of all required specifications.

II. DELIVERY
