About this file
This is a Sole Source Justification and Approval (J&A) document from the Department of the Navy's Naval Surface Warfare Center, Philadelphia Division for a sole source contract with Siemens. The procurement involves acquiring 20 different Data Acquisition Unit (DAU) types for the Advanced Engineering Control System (AECS) to be deployed on Independence Variant amphibious ships as part of a hardware technical refresh, with the first shipset valued at $3,293,361.73 and estimated delivery to the government by May 1, 2026.
The contract is a follow-on to a previous non-competitive procurement, with Siemens being the only responsible source capable of providing the specified DAU Part List. The justification highlights critical needs such as meeting Navy ship overhaul schedules, controlling hull machinery and electrical equipment, and maintaining the control system. The Navy plans to compete future procurements via an Indefinite Delivery, Indefinite Quantity (IDIQ) contract once final drawings are completed, with the expectation of obtaining a technical data package to support future competitive acquisitions. The procurement is funded through FY25-27 Other Procurement, Navy (OPN) funding.

J&A No. 0233-25-131-00
NSWCPD plans to openly compete future procurements of material shipsets via an Indefinite
Delivery, Indefinite Quantity (IDIQ) contract once delivery of the final drawings is completed.
Doing so now, in lieu of this sole source procurement, would result in unacceptable delays to the
Government. The Government expects to obtain a technical data package consisting of final DAU drawings that will support competition for future acquisitions of the same or similar items in the near future.
