About this file
This is a Limited-Sources Justification (LSJ) for a bridge contract issued by NASA's Goddard Space Flight Center for Systems and Software Engineering Tools 2 (SET 2), contract number 80GSFC26Q0005. The acquisition will be conducted under the General Services Administration's Multiple Awards Schedule (MAS) Program using GSA Federal Supply Schedule 54151S - Information Technology Professional Services, with an award anticipated to TMC Technologies of West Virginia Corporation under GSA contract number 47QTCA24D0055.
The bridge order is valued at $7,625,157.37 with a 12-month period of performance beginning June 1, 2026, following the expiration of the current SET 2 BPA on May 31, 2026. The order is structured as Firm-Fixed-Price (FFP) and Time & Material (T&M) to provide specialized system and software engineering support for mission-critical activities at the Katherine Johnson Independent Verification and Validation (IV&V) Facility. Key services include IV&V program mission-critical support (software tools, system administration, help desk, training, code analysis), Jon McBride Software Testing and Research Laboratory Development and Maintenance, JPL Multi-Mission Ground System (MGSS) technical support with code review and software maintenance, JSTAR Laboratory development and maintenance supporting NASA's strategic projects, IV&V specialized tools enhancements for software development efficiency and mission-critical system safety, and JPL software development and maintenance projects. The justification cites FAR 8.401(b)/GSAM 538.7104-3(b)(ii) as the primary authority, establishing that TMC is the only source capable of providing the required services at the necessary quality level due to unique qualifications and the specialized nature of ongoing mission-critical support. The document notes that insufficient time remains before the current contract expires to conduct a competitive procurement and that transitioning to another contractor would create significant operational risks and service disruptions.

This acquisition will be conducted under the Multiple Awards Schedule (MAS) Program (Title 41 U.S.C. 152(3)). This action is for a Firm-Fixed-Price (FFP) and Time & Material (T&M) order to provide specialized system and software engineer support for mission-critical activities at the Katherine Johnson Independent Verification and Validation (IV&V) Facility on behalf of the NASA IV&V Program Office.

The total estimated price of the proposed order is for $7,625,157.37 and the estimated period of performance is 12 months, beginning June 1, 2026, after the expiration of the current SET 2 BPA on May 31, 2026.
Authority Cited: The statutory exception supporting the placement of this order that exceeds the SAT on a sole source basis is:
FAR 8.401(b)/GSAM 538.7104-3(b)(i). The need is of such unusual urgency that following normal procedures would result in unacceptable delays in fulfilling the need.
FAR 8.401(b)/GSAM 538-7104-3(b)(ii). Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized.
FAR 8.401(b)/GSAM 538.7104-3(b)(iii). The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis.
FAR 8.401(b)/GSAM 538.7104-3(b)(iv). It is necessary to place the order with a particular FSS contractor to satisfy a minimum guarantee established in the FSS BPA.
FAR 8.401(b)/GSAM 538.7104-3(b)(v). A law expressly authorizes or requires that the purchase be made from a specified source. Identified law is:____________________________
FAR 8.401(b)/GSAM 538.7104-4(b)(1), Items peculiar to one manufacturer. The particular brand name, product, or feature is essential to the NASA’s requirements, and market
