LYNDON B. JOHNSON SPACE CENTER (JSC)

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

(JOFOC)

For the Communications, Outreach, Multimedia, and Information Technology

(COMIT) Contract NNJ16JA52B

1. Federal Acquisition Regulation (FAR) 6.303-1(a)(2) – The Contracting Officer certifies the accuracy and completeness of the justification.

2. Federal Acquisition Regulation (FAR) 6.303-2(b)(1) – Identification of the agency and the contracting activity, and specific identification of the document as a “Justification for other than full and open competition.”

This document is a JOFOC prepared by NASA IT Procurement- Headquarters (HQ). The procuring Agency is NASA and the contracting activity is JSC, Houston, Texas.

3. FAR 6.303-2(b)(2) – The nature and/or description of the action being approved:

This justification provides the rationale for contracting by other than full and open competition to award an extension through September 30, 2023, to the COMIT contract, NNJ16JA52B, with MORI Associates, Inc., for Information Technology (IT), information management, communications, and multimedia services at NASA JSC, its associated site and facilities, NASA Headquarters, and other NASA Centers. The current period of performance for COMIT is May 1, 2016, through March 31, 2023. This extension would serve as a bridge to allow for continuous services on the COMIT contract until IT services and communications services can be transitioned to Agency-wide contracts as described in paragraph 3 below.

4. FAR 6.303-2(b)(3) – A description of the supplies or services required, to meet the

Agency’s needs (including the estimated value):

The COMIT contract includes a diverse and specialized set of requirements such as IT and Communication Services. The COMIT contract includes, but is not limited to, the following requirements: business management services, enterprise architecture services; project management; solutions architect services; integrated service management; Chief Information Officer compliance support; help desk support; specialized support services; library and multimedia repository management; engineering drawing control center; semantic discovery and formulation; history support; writing, editing, and graphics; systems engineering and operations; imagery acquisition; human spaceflight multimedia services; photographic services; video operations and services; multimedia presentation logistics services; public affairs multimedia services; and communications, information, and outreach services. The services provided support to multiple directorates at NASA JSC, as well as other NASA Centers. Currently, COMIT also supports video production, photography, image archiving, and audio-visual services for NASA Ames Research Center and public affairs multimedia services for the NASA Headquarters Office of Communications under NASA’s Mission.

COMIT provides project management, specialized communications and outreach services, multimedia services, and integrated IT services across JSC and other NASA Centers including Ames, Langley Research Center (LARC), and Headquarters. COMIT is expected to end on March 31, 2023, and will transition to a multitude of Enterprise contracts. As the contract nears the end of the performance period, several risks have been identified that are hindering the transition of work to these new contracts.

Additionally, other Enterprise contracts will not be awarded in time to transition by the end of the COMIT contract. Reviewing the current IT contracts, it was determined that those contracts were not suitable to accept all COMIT work based on reasons stated below:

• NASA Consolidated Applications and Platform Services (NCAPS) – RFP on hold until further notice

• NASA Communication Services (NCS) – will not be awarded in time

• Enterprise Multimedia and Integrated Technical Services (eMITS) – may not be awarded in time

• Personal, Administrative, Computational, and Engineering Service contract (PACE V) –

GRC contract, not an Enterprise contract

• Kennedy Infrastructure, Applications, and Communications Contract (KIAC) – contract ending

• Joint Operations and Integrated Systems Technology (JOIST) – JSC contract, not an

Enterprise contract

Based on the Mission Support Architecture Program (MAP) project phases, an extension until September 30, 2023, is required for all task orders end dates of COMIT to be aligned with the anticipated start dates of pending contracts. The proposed COMIT contract extension will allow the contractor, MORI Associates, Inc. to continue providing integrated IT services, and communication services for JSC and other NASA Centers without access interruption.

COMIT is a cost-plus award fee, single award, 100 percent Indefinite-Delivery Indefinite- Quantity (IDIQ) contract. This contract extension will be at no additional cost to the Government; however, funding obligations will occur when task orders are issued. The contract maximum IDIQ not to exceed ordering limit will remain at $ .

5. FAR 6.303-2(b)(4) – An identification of the statutory authority permitting other than full and open competition:

below, any new employee hired for a period of less than 180 calendar days will be issued a NASA non-PIV badge (i.e., temporary badge). The issuance of a temporary badge does not have the appropriate credentials to access the required IT systems or facilities and therefore impacting the contractor’s ability to meet all job requirements. Therefore, the extension of the contract allows for the PIV cards to be extended for the duration of the contract.

Per the NPR 1600.3, Identity and Credential Management, states the following:

3.3.2.1 NASA PIV credentials shall be required for all persons who have been deemed as needing routine and regular physical only, logical only, and/or both physical and logical access to NASA Centers, facilities, and IT systems and resources for a period exceeding 179 calendar days in a 365-day period. These persons include all NASA employees, all NASA contractors, agreement partners, and non-NASA tenants in NASA facilities. NASA PIV credentials will be issued to both United States (U.S.) citizens and foreign nationals.

3.3.2.3 NASA PIV credentials will be issued only after completion of a Federal Bureau of Investigation (FBI) fingerprint check and submission of a background investigation, which will be a Tier I background investigation, at a minimum.

3.3.3.2 NASA non-PIV temporary credentials will be issued to any person (e.g., NASA employee, NASA contract personnel, non-NASA tenant, or other category of individuals; such as volunteers, guest researchers, interns, grantees, etc.) who needs access to a NASA facility or NASA IT system and who will be affiliated with NASA and its Centers or facilities for a period of less than 180 calendar days (up to 179 calendar days) in a 365-day period.

6. FAR 6.303-2(b)(6) – A description of the efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies:

A notice to the Government Point of Entry (GPE) website (Sam.gov) was published on December 15, 2022, in accordance with FAR Subpart 5.2. This posting informed potential sources of NASA’s intent to award this sole-source contract extension to MORI Associates, Inc. The results of this synopsis are summarized in Section 10 below.

7. FAR 6.303-2(b)(7) – A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable:

The Contracting Officer’s signature on this document indicates that the Contracting Officer has determined that the anticipated cost to the government will be fair and reasonable. The Contractor shall be required to submit a proposal to be evaluated and negotiated by the Government. Prior to execution of the contractual instrument, a proposal analysis will be performed. The proposal analysis will ensure that the final agreed-to price for the contract action is fair and reasonable. The proposal extension costs will remain as reflected in the FY23 negotiated task orders.

10. FAR 6.303-2(b)(10) – A listing of the sources, if any, that expressed an interest in writing in the acquisition:

A notice of NASA’s intent to award this sole-source action was synopsized on the GPE website (Sam.gov) per FAR Subpart 5.2 (See Section 6 above) on December 15, 2022. The special notice closed on December 19, 2022, with no responses. Therefore, it remains in the best interest to the Government to extend the COMIT contract on a sole-source basis to MORI Associates, Inc.

11. FAR 6.303-2(b)(11) – A statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:

No further actions are anticipated as it is planned that the services provided under COMIT will be a part of an Agency-wide contract.
