About this file

This is a Justification and Approval (J&A) document from the Department of the Navy authorizing a non-competitive procurement for AE1107C aircraft engines.

The Naval Air Systems Command (NAVAIR) is issuing a two-year contract to Rolls Royce Corporation (RRC) in Indianapolis, Indiana, for the production and delivery of 10 production AE1107C engines and 5 spare engines to support the V-22 aircraft. Specifically, the procurement calls for 10 production engines in Fiscal Year 2025 and 5 spare engines in Fiscal Year 2026, totaling 15 engines. The contract includes production support, production systems engineering, production management, and parts obsolescence management. The estimated total contract value is redacted in the document, with funding broken down across fiscal years as shown in Table 2, though specific dollar amounts are also redacted.

The J&A justifies non-competitive award under 10 U.S.C. 2304(c)(1), citing RRC as the sole designer, developer, and manufacturer of the AE1107C engine. RRC was originally selected in 1993 as the sole source to integrate the T406 engine onto the V-22 aircraft and possesses the exclusive technical knowledge, experience, and FAA certification required for manufacture and integration. NAVAIR determined that developing a second source would require 5-7 years of development, testing, and certification, which would unacceptably delay V-22 aircraft production. No market survey was conducted, and a synopsized request for information received no responses. The document was signed and approved on May 28, 2025, by Jeffrey A. Norris, Procuring Contracting Officer, with legal sufficiency review and technical certification completed.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in paragraph 5, NAVAIR has no plans at this time to compete future contracts for the supplies and services covered under this J&A. If another potential source emerges, NAVAIR will assess whether a competition for future requirements is feasible.

Because this effort is a follow-on for supplies and services previously awarded on a non-competitive basis, in accordance with DFARS PGI 206.304(a)(S-70)(i), the prior J&A was provided to the approval authority to review. Approval of this J&A signifies that the approval authority made the determination required by DFARS PGI 206.304(a)(S-70)(ii).
