About this file
Justification and Approval for Sole Source Contract Award
This document is a Justification and Approval (J&A) from the Department of the Navy's Naval Air Warfare Center Aircraft Division Lakehurst authorizing a sole source contract award to Science Engineering Services, LLC. (CAGE Code: 4Q232) for engineering, program management, training, and logistical support services. The contract covers the installation, assembly, integration, and testing of two Mobile Ad hoc Network (MANET) Fixed Ground Control Stations (F-GCS) in Malaysia to support the Naval Air Systems Command Security Cooperation Office and the Royal Malaysian Air Force (RMAF). The estimated period of performance is 12 months following contract award, and the estimated dollar value has been redacted from the document.
The rationale for sole source procurement under 10 U.S.C. 3204(a)(1) is based on SES's unique position as the sole designer, developer, and integrator of the MANET F-GCS system. SES owns all required drawings and interface control documents and possesses the only signed Technical Assistance Agreement (TAA) with all required parties authorizing disclosure of technical data under International Traffic in Arms Regulations requirements. The work scope includes installing the F-GCS onto mounting structures at Kota Samarahan and Labuan, Malaysia; providing all consumable materials and fiber optic/Ethernet cables; performing system calibration and configuration for RMAF CN-235 Maritime Surveillance Aircraft compatibility; troubleshooting; and conducting verification testing with airborne CN-235 aircraft. Market research and a Request for Information posted to SAM.gov on June 5, 2026 confirmed that only SES can meet the requirement. The Contracting Officer determined the anticipated cost to be fair and reasonable, and NAVAIR SSCO has no plans to compete future contracts for similar services unless alternative sources emerge.

DEPARTMENT OF THE NAVY
NAVAL AIR WARFARE CENTER AIRCRAFT DIVISION LAKEHURST
ROUTE 547
JOINT BASE MDL NEW JERSEY 08733
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Naval Air Warfare Center Aircraft Division Lakehurst, NJ
2. Description of the Action Being Approved.
This Justification and Approval (J&A) authorizes and approves, on a sole source basis, the award of a contract to Science Engineering Services, LLC., (SES), CAGE Code: 4Q232, for the procurement of engineering, program management, training and logistical support services required to install, assemble, integrate and test two Mobile Ad hoc Network (MANET) Fixed Ground Control Stations (F-GCS) in support of the Naval Air Systems Command SYSCOM Security Cooperation Office (NAVAIR SSCO) and Royal Malaysian Air Force (RMAF).
3. Description of Supplies/Services.
This acquisition is for procurement of engineering, program management, training and logistical support services required to install, assemble, integrate and test two MANET F- GCSs. SES will install, integrate and test the F-GCSs onto the mounting structures at two locations, Kota Samarahan and Labuan, in Malaysia. SES will be responsible for supplying all necessary consumable material required to complete the installation of the F-GCS on each site. SES will purchase and install all required Fiber Optic and Ethernet cables required for the two F-GCS. SES will provide a detailed list of F-GCS Kit #1 and F-GCS Kit #2 which were previously delivered to RMAF under and will identify which F-GCS will be delivered to Kota Samarahan and which F- GCS will be delivered to Labuan. RMAF will be responsible for inventorying and delivering the F-GCS Kits to the Contractor, at the respective locations. SES will perform all necessary calibration and configuration of the system to track and communicate with RMAF CN-235 Maritime Surveillance Aircraft equipped with compatible MANET datalinks. SES will troubleshoot any issues that arise. SES will also perform verification testing of datalinks using airborne CN-235 aircraft. The estimated period of performance is 12 months after date of contract award.
Estimated Dollar Value
4. Statutory Authority Permitting Other Than Full and Open Competition.
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirement
5. Rationale Justifying Use of Cited Statutory Authority.
The original RMAF CN-235 Intelligence, Surveillance and Reconnaissance (ISR) upgrades and installation effort, which was competed under Lot I (unrestricted lot) of the Prototype and Limited Production (PLP) Multiple Award Contract (MAC), was awarded to SES for the design, development, production, and installation of F-GCS kits onto the CN-235. Follow-on orders have been awarded to SES for the design, development, procurement, fabrication, production, integration, and testing of the RMAF mobile/fixed ground stations equipment.
Consequently, SES is the sole designer, developer and integrator of the MANET F-GCS, and owns the drawings and interface control documents required to design, manufacture, install, test and integrate the system. As a result, SES is uniquely qualified to provide the complete range of engineering and program support that is required by the foreign customer. Given SESs involvement with the design, development, qualification and integration of the MANET F-GCS, they are uniquely qualified to facilitate the continued installation, assembly, integration and testing of the system.
Awarding to any other source to perform the highly specialized services and provide the MANET F-GCS system would result in
. Furthermore, any prospective contractor would be required to obtain a signed Technical Assistance Agreement (TAA) prior to awarding a contract, which authorizes the disclosure of technical data in accordance with International Traffic in Arms Regulations requirements.
. SES is the only contractor that has a signed TAA in place with all required parties to authorize the disclosure of data related to the aircraft ISR mission system and ground stations.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
Market research was conducted in accordance with FAR Part 10 by the NAVAIR SSCO team.
Various databases and search engines were searched by the Part Numbers FGS1 and FGS2 specifically custom built for Malaysia.
The results indicated that only SES can provide the required services in support of the
MANET F-GCS.
The Request for Information notice, as required by Defense Federal Acquisition Regulation Supplemental (DFARS) Procedures, Guidance and Information (PGI) 206.103-170(d), was published on the System for Award Management (SAM.gov) website on 05 June 2026.
submitted a generic statement of interest on 08 June 2026 but did not indicate any specific capability to satisfy this requirement. The Contract Specialist requested more detailed information on 08 June 2026 and sent a follow-up email on 11 June 2026. No response was received. The pre-solicitation synopsis required by FAR 5.101 was posted to SAM.gov on 18 June 2026. No responses were received. Any future responses received prior to contract award will be evaluated by the Contracting Officer.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the U.S. Government for the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, NAVAIR SSCO has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NAVAIR SSCO will assess whether competition for future requirements is feasible.
