About this file

This is a Justification and Approval (J&A) document for a sole source contract award under FAR Part 6, authorizing procurement without full and open competition.

The Department of the Army, through Army Contracting Command-Redstone Arsenal (ACC-RSA), seeks to award a sole source contract to Alaska Aerospace Corporation (AAC) for flight test support services for the Long Range Hypersonic Weapon (LRHW) and Mid-Range Capability (MRC) programs. The estimated contract value is $28,098,190.93, with performance spanning Fiscal Years 2025 through 2029 using Army Research, Development, Test, and Evaluation (RDT&E) funds. Services include test planning, schedule coordination, logistics, test execution, range support, safety management, data collection and analysis, and post-mission analytical data delivery at Pacific Spaceport Complex-Alaska (PSCA) in Kodiak, Alaska. The contract will be structured as a single Indefinite Delivery/Indefinite Quantity (IDIQ) cost-plus-fixed-fee (CPFF) vehicle with three anticipated task orders. The Government conducted market research through a Sources Sought Notice posted to SAM.gov on January 21, 2025, closing February 11, 2025, which received five responses; only AAC's response demonstrated capability to perform the highly specialized services. The justification cites 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2)(iii)(B), establishing that AAC is the only responsible source capable of providing required test range services within the required timeframe, as it is the sole entity authorized to operate PSCA, a DoD Secret-cleared facility and FAA-licensed spaceport. Competition at the subcontract level is required, and AAC must submit an approved Small Business Subcontracting Plan in accordance with FAR 19.705-4.

b. Subcontracting Competition. The contract awardee will be required to submit an approved Small Business Subcontracting Plan in accordance with FAR 19.705-4. In accordance with FAR 52.244-5, the prime contractor shall compete subcontracts where possible.

7. Actions to Increase Competition: The Government will continue to monitor the unique test services market for other potential sources with the capability and availability to address future requirements, while analyzing potential impact to cost, schedule, and program risk. The Government will encourage maximum competition at the subcontract level consistent with technical and programmatic requirements.

8. Market Research: In accordance with FAR 6.302-1 and FAR 6.303, the Government issued a Sources Sought Notice (SSN) to SAM.gov on 21 January 2025 to determine interest in the requirement and to provide the opportunity for interested parties and small businesses to provide capability statements in response. The SSN closed on 11 February 2025 with five total responses, but only AAC’s response was determined to be sufficient. The AAC response included stated capabilities, past performance data, and contract strategy recommendations that satisfy the Government’s unique requirements.

Four other vendors responded with information papers/company briefings and/or requested the LRHW and MRC program briefings. However, none of those four vendors provided any information related to their ability to perform the test range services. The Government approved a MFR for the updated Market Research on 6 March 25.

The Government used SMEs with personal knowledge in procuring services of this type and contact with persons in Government and industry regarding the commercial nature of the requirement and standard industry practices in this area of service. These SMEs were personally involved in the execution of hypersonic flight tests from PSCA while supporting Missile Defense Agency (MDA), U.S. Army Space & Missile Defense Command (SMDC), and U.S. Army Rapid Capabilities and Critical Technologies (RCCTO) in multiple deployments over the previous eight years. For example, MDA awarded contract HQ0147-16-D-0003, Delivery Order HQ0859-20-F-0019 to AAC on 29 May 2020 in the amount of $66,552,684.27. TF STRIKE also coordinated with and received documentation and lessons learned from THAAD and PAC-3 program users.

Diligent internet searches failed to identify any other potential vendors with the capability and availability to fulfill the Government’s highly specialized requirements.

Based on this market research, the Government concludes there is no other responsible source, other than AAC, that is available in the required timeframe and capable of providing the highly specialized and unique test range services required by the LRHW and MRC programs. The Government must award a sole source contract for this effort
