About this file
Justification and Approval for Use of Other Than Full and Open Competition
This is a Justification and Approval (J&A) document authorizing a sole source contract award by the Naval Air Warfare Center Aircraft Division (NAWC-AD) Lakehurst for the procurement of Peculiar Support Equipment (PSE).
The contracting activity is NAWC-AD Lakehurst, New Jersey. The action authorizes award of a sole source contract to Hamilton Sundstrand Corporation, doing business as Collins Aerospace (CAGE Code 73030), for procurement of 56 pieces of PSE required to support maintenance operations on C-130 and E-2 aircraft. The PSE is specifically listed in Enclosure 1 and includes equipment required for installation and removal of the NP2000 propeller on both aircraft platforms. The statutory authority for sole source procurement is 10 U.S.C. 3204(a)(1), based on the determination that only one responsible source can satisfy agency requirements.
The J&A justifies the sole source approach through multiple technical and operational factors. Collins Aerospace is identified as the Original Equipment Manufacturer holding proprietary rights to the PSE design and technical drawings, with exclusive technical expertise and data necessary to provide the required equipment. Three of the 56 required parts are designated Critical Safety Items (CSI), and DFARS 209.270-3(a) permits procurement of aviation critical safety items only from sources approved by the design control activity. Market research through NAVAIR OSBP, Federal Procurement Data System, Dynamic Small Business Search, Google, Yahoo, and Haystack Gold/FLIS yielded no alternative sources. A Request for Information posted on SAM.gov on March 27, 2026, and a pre-solicitation synopsis on April 8, 2026, generated no responses. The procurement would experience schedule delays if alternate PSE were procured, as any non-validated parts would require new testing, certification, and validation. The document includes technical, requirements, and legal sufficiency certifications with signature blocks for cognizant officials and contracting officer approval.
