About this file

This is an Invitation for Bids (IFB) issued by the Colorado Department of Public Safety, Colorado State Patrol (CSP) Procurement Office for the procurement of cellular routers for patrol vehicles. The CSP seeks to procure approximately 500 units of Peplink Pepwave MAX BR-1 industrial-grade M2M 4G routers with accompanying antenna setups for use in emergency vehicles and motorcycles. These devices will be mounted in vehicle trunks to provide connectivity between in-vehicle mobile data computers, tablets, computers, and various networks including general internet, secure CSP network access, in-vehicle cameras, evidence downloads, and Computer Aided Dispatch systems, while also functioning as a local wireless hotspot. The bid submission deadline is Friday, May 1, 2015, at 10:00 AM MDT, with sealed bids to be submitted to Vera Kennedy at the CSP Procurement Office, 700 Kipling Street, Lakewood, Colorado 80215. The anticipated award period runs from the award date through the state's fiscal year ending June 30, 2016, with potential extension for two additional fiscal years if performance is satisfactory and funds are appropriated.

All submitted prices must include shipping and handling with no additional fees permitted, and pricing must remain valid for the length of the award period. Items must be new; refurbished products will not be considered. The award will be made to the lowest-cost responsive and responsible bidder, with evaluation factors including past vendor performance, quality, delivery, and price. Bidders must be registered with Colorado's Vendor Self Service (VSS) System by the submission deadline. Since the anticipated total award for fiscal years 2015 and 2016 exceeds $100,000, quarterly vendor performance reviews will be conducted, and the awarded vendor's performance will be tracked in the statewide Contract Management System. Billing should be directed to the Colorado State Patrol Communications Branch, while shipping is to be delivered to the Colorado State Patrol Fleet Management facility in Golden, Colorado.
