About this file
This is a Question and Answer document for IFB #261 regarding Kiosk Payment Services for the Department of Child Support Services (DCSS) and Local Child Support Agencies (LCSA). The document clarifies that vendors can offer different kiosk models based on location payment volume, provide advertising services on overhead monitors, and include additional services like bill pay and ATM capabilities, all subject to DCSS/LCSA approval.
The Q&A establishes that vendors will be responsible for processing debit and credit card payments, with DCSS willing to absorb merchant expenses for card payments but not costs associated with check guarantee programs. Manual check entry (eCheck) is acceptable, and cash back functionality is not required. The document provides historical check processing data showing that in FFY 2014/15, a total of 349,093 checks worth $129,297,047 were processed, with 3,794 checks ($4,663,174) being unfunded. Currently, check payments are not accepted through kiosks. Alternative bids for cash-only or cash/cards-only solutions will not be considered.
