Request for Proposal # 08192024 External Evaluator

Mt. Hood Communi ty Co l lege (MHCC) is request ing proposa ls f rom contractors to provide the following:

Scope of Services

The evaluator is expected to implement a comprehensive, external evaluation of our NSF ATE project: Building Credentialed Media Technology Pathways for Priority Populations from High School through Community Colleges to Industry (hereafter MTP3) using this guiding research question:

• How, and in what ways, does partnership between community colleges, K12, and industry influence the quality, diversity, and availability of skilled media technicians in the local and regional workforce?

The evaluator is expected to co-create surveys and other instruments necessary to assess the impact, gather feedback from learners, faculty, and partners, including employers who host interns, and to document the success of MTP3, not only in terms of the desired objectives and deliverables and outcomes, but also in terms of unexpected successes, lessons learned, and best practices. The PI and Field Coordinator are responsible for administering surveys in partnership with MHCC’s Analytics and Institutional Research office and providing results to the evaluator. Data will be free from all personally identifiable information to protect individual privacy.

The evaluator will utilize a mixed methods approach that examines project data, survey responses, and response rates, and broadly considers input from stakeholders to determine if the project is successfully meeting its goals and objectives. Data will be disaggregated to determine what type of students and businesses are engaged in the project and to identify opportunities to be more inclusive or responsive to the needs of priority populations.

Survey respondents, students, faculty, and other similar stakeholders will be invited to participate in focus groups to further inform the evaluation of the project and its components, and to inform future proposals to advance this work and expand certifications and stackable credentials to meet the regional media and entertainment industry in Oregon specifically, and the Pacific Northwest generally.

Evaluator Qualifications

• Evaluation experience with NSF ATE programs at Community Colleges.

• Evaluator must demonstrate an ability to oversee data collection and analysis and to utilize formative and summative assessments as appropriate throughout the evaluation period.

• Preference will be given to evaluators who have evaluated at least 3-5 NSF ATE projects.

• Preference will be given to an evaluator in our region.

Responsibilities

• Work collaboratively with the PI and co-PI, as well as the Mt. Hood Community College’s Analytics and Institutional Research office.

• Conduct quarterly check-ins with the PI and co-PI, and make at least one site visit per year to examine project records (i.e., surveys, responses, results, meeting minutes, etc.), meet with project staff and partners, and to conduct focus groups and interviews for the purpose of validating quantitative data and providing cultural context to the data analysis and interpretation.

• Quarterly check-in meetings that result in meeting summaries and may include recommendations relevant to meeting topics.

• Produce an annual report after years one and two and a final report after year three;

reports are expected to provide an objective perspective on project progress, analysis of project outcomes, and include recommendations to improve management, outcomes, and results of the project within the project period of performance.

Scoring Criteria

- Experience evaluating NSF ATE projects ---------------------------------------- 60 Points

- Ability to oversee data collection and analysis and to utilize formative and And summative assessments as appropriate throughout the evaluation period--------------------------------------------------------------------- 25 Points
