United States Department of Health and Human Services (HHS) Assistant Secretary for Preparedness & Response (ASPR)
Office of Resource Management (ORM) Logistics (LOGS)
Mobile Deployable Medical Units Fold-Out Temporary Rigid Shelters (FORTS)
DRAFT STATEMENT OF WORK (SOW)
1. TITLE OF CONTRACT: Fold-Out Temporary Rigid Shelters (FORTS)
2. STATEMENT OF NEED: The HHS/ASPR/ORM/ LOGS currently has a requirement to procure two(2) Fold- Out Rigid Temporary shelter systems (FORTS) that will expand deployable capabilities to protect vulnerable populations in large-scale responses that will serve the as medical clinics for patient isolation, critical care, dialysis and other medical specialty functions
These FORTS will serve as drop-in mobile medical facilities permitting a broad scope of medical capabilities (i.e., isolation, critical care, dialysis) in a sterile environment for emergent needs when local capacity is exhausted or inactive, with capacity to treat a number of indications to high levels of severity. These FORTS would enhance rapid support for the special needs of vulnerable populations, including fragile infants and pediatric patients who may have limited resistance to infectious disease. These FORTS will also provide a team-training module when not in use. During combined operations with the Veteran’s Administration (VA), this equipment will serve as an add–on capability to enhance the VA’s existing deployable portable hospital capabilities.
3. BACKGROUND: HHS/ASPR/ORM/ LOGS provides emergency medical equipment and supplies in support of the National Disaster Medical System (NDMS) which provides care to the victims of public health emergencies and catastrophic events that overwhelm the capacity of state and local emergency medical systems to respond to these disasters. ASPR currently has teams and medical caches located across the nation that are prepared to deploy within hours to respond to an all Hazards environment. These caches require shelter and ancillary support equipment (HVAC, lavatory/latrine services, medical gasses, power distribution, and water supply and evacuation. Purchase of FORTS will provide a rapid deployment capability, with a condensed storage footprint, ease of transport and setup.
The Department of Veteran’s Affairs (DVA) is a partner with ASPR/NDMS under the Federal Response Plan ESF-8 and the DVA has already purchased FORTS systems. As ASPR/NDMS and the DVA respond together during emergencies, All FORTS systems must be compatible and connectable to each other to include the ones the DVA currently have. Furthermore, personnel from each department are cross-trained in setup, use and maintenance of the equipment.
4. OBJECTIVES: The contractor shall perform the mandatory tasks and provide specific deliverables described below within the performance period stated in this Statement of Work (SOW). All water, power, and medical gas equipment must be compatible with and connectable to all FORTS as well as all connectors must be rigid in construction, conform to and mate with FORTS hardware.
FORTS
4.1.1 Provide two (2) Fold-Out Temporary Shelters (FORTS) - The contractor shall provide (2) mobile deployable FORTS that each contain a minimum of 810 sq. ft. and fits on 2 standard 53’ flat-bed and or removable goose nec (RGN) trailers for transport. Each FORT shall have the ability to break down into 3 individual shelters, which can be used independently or combined to create a larger open space FORT. Units are built in a way that allows for even more individual shelters to be added to these FORTS in the future for greater capability.
Individual Shelters are expandable from (19’6” L x 45” W x 8’6” H), to (19’6” L x 17’8” W x 8’6” H) and weigh maximum of 4000 lbs. each. The stowed dimensions of the FORTS shall meet ASPR’s requirement for compact storage not to exceed 975 sf per unit. Shelters shall be able to loaded and unloaded from 53 ft. flatbed with the use of a 5k forklift.
4.1.2 FORTS Construction – FORTS shall be constructed so that each unit is reinforced to withstand movement over the road. This reinforcement shall protect the FORTS to maintain the exterior integrity allowing it to be successful in rapid deployment.
4.1.2.1 Exterior of FORTS – shall consist of “hard” side walls, roof, and floor. The walls, roof, and floor shall fold and unfold in a manner that allows the unit to travel within the legal dimensions over the road. The FORTS once expanded shall consist of connections that will allow the three (3) shelters to seamlessly connect, while providing four (4) patient rooms, three (3) office areas, one (1) dirty anteroom, one (1) clean anteroom, and one (1) restroom.
4.1.3 Leveling of FORTS - shall have a mechanism in place that allows the unit to be leveled on surfaces that consist of hard stand (blacktop, concrete) as well as grass, dirt, and gravel areas. The FORTS shall be constructed so that a maximum of three (3) unskilled laborers can deploy/redeploy within 60 minutes. FORTS shall be designed to function as brick and mortar buildings on the ground, not as vehicles or trailers.
4.1.4 Entry Ways – Each FORT shall have one (1) door for direct patient entry, and this door shall have an ADA compliant entry ramp. The staff shall use the door from the clean anteroom.
Patient areas shall be monitored for air pressure and when the pre-determined correct pressure is reached, a green button next to the door can be pushed and entry into the patient area is granted. Staff exits through the dirty anteroom. The doors into the structure and doorways into the patient rooms shall be Americans with Disabilities Act (ADA) compliant. All door thresholds shall be designed to allow a wheelchair to maneuver without difficulty.
4.1.5 HVAC - Each FORT shall be equipped with Heating, Ventilation and Air Conditioning (HVAC) that is attached to the unit and has the duct work installed inside the FORTS allowing sufficient air flow to cool and heat the unit’s interior. Ductwork has integrated UV-C banks, and HEPA filtration. Each FORT shall be able to maintain a constant interior temperature of 68o-70o Fahrenheit, when outdoor temperatures are ranging from -25o to 120o Fahrenheit.
