About this file

This is a Final Draft Plan Proposal for the Richmond Hill Community House renovation project located at 10512 Ford Ave, Richmond Hill, Georgia 31324, prepared for a City Council meeting scheduled for October 10th, 2025. The project encompasses comprehensive rehabilitation of an approximately 11,225 net usable square feet historic structure with partial chapel removal. The scope includes demolition work estimated at $5.18 million, renovation of 10,025 square feet featuring exterior siding repair, roofing replacement, basement remediation, and finish work. New construction elements include an elevator and lift addition, stairs, bathrooms, and a catering kitchen totaling approximately $3.26 million. The project incorporates site work and landscaping across 1.4 acres with an estimated cost of $500,000 per acre, including pervious and impervious parking areas, sidewalks, pavers, and new curb cuts. The chapel renovation scope covers 1,600 square feet at $300 per square foot for renovation and $325 per square foot for addition work, with re-cladding and re-finishing at $15 per square foot. The total estimated project cost is approximately $710,000 for preliminary work plus the major scopes noted above, totaling $5.18 million in demolition and additional construction costs.

All exterior work shall comply with the Ford Avenue Historic District Design Guidelines and the Secretary of the Interior's Standards for Rehabilitation, with repairs prioritized and in-kind replacement implemented only where deterioration or cost makes repairs impractical. The project preserves historic layout and finishes in public areas while limiting interior changes to functional necessities. Accessibility and code upgrades include a new ADA-compliant elevator, egress stairs, wheelchair lift, and MEP system upgrades encompassing HVAC, fire safety, and plumbing improvements. The proposal includes detailed demolition and proposed floor plans for first and floor levels, exterior elevations, and identifies specific scope elements for removal, restoration, adaptation, and alteration of historic and non-historic elements throughout the structure.
