About this file
This Request for Proposal is issued by the Florida Department of Transportation District Five to procure a novel wildlife collision-avoidance system (WCAS) using roadside technology to reduce vehicle-animal collisions on State Route 40 through the Ocala National Forest in Marion and Lake Counties. The solicitation requests proposals to furnish, install, configure, and test eight complete WCAS assemblies on previously installed Intelligent Transportation Systems poles, along with post-deployment, as-needed, and technical support services. The system must autonomously detect macro-species wildlife (deer, bears, panthers, coyotes, bobcats, and wild hogs) within designated warning areas and trigger localized motorist alerts via flashing warning beacons. Technical proposals are due May 5, 2026, at 10:00 a.m., with public opening scheduled for 2:00 p.m. the same day. Price proposals will be opened May 13, 2026, at 11:00 a.m., followed by the selection committee meeting on May 18, 2026, at 9:30 a.m. to determine intended award. The contract term is three years from the date of execution, with potential renewal for up to three additional years contingent upon satisfactory performance and fund availability. No pre-proposal conference will be held.
Pricing is structured as a lump-sum contract for three defined Task Work Orders: Task 1 covers permit test plan approval and Build America, Buy America Act (BABA) eligibility (six-month deadline); Task 2 encompasses vendor installation, integration, and testing services during an evaluation period at SR 429 testing site (twelve-month deadline); and Task 3 includes installation of eight complete WCAS assemblies at full-scale deployment locations on SR 40. Vendors must establish unit rates in Tables 2 and 3 of the price proposal for as-needed purchases of individual system components, additional installations, software development, and warranty services. The contract utilizes Florida's MyFloridaMarketplace system, which imposes a one-percent transaction fee on all payments. All proposals must include completed Vendor Certification Regarding Scrutinized Companies Lists forms and E-Verify compliance documentation. General liability insurance with minimum limits of $200,000 per person and $300,000 per occurrence is required prior to work commencement. The evaluation criteria allocate 100 points for technical proposals (15 points for vendor qualifications, 60 for system technical approach, and 25 for evaluation period plan) and 30 points for price proposals, with responsive proposals requiring a minimum technical score of 70 points. Proposers must be registered in MyFloridaMarketplace by the technical proposal opening date and must be authorized to do business in Florida if out-of-state entities.
