About this file
This is a DOC Rider document from the Wisconsin Department of Corrections (R 08/2020) that establishes standard contract requirements for background checks of contractor staff and applicants. The document serves as an addendum to requests for bids, proposals, and contracts with the Wisconsin Department of Corrections, applying to any contractors providing services that involve contact with inmates/offenders or access to their records and funds.
The rider primarily focuses on personnel requirements rather than specific goods or services, establishing comprehensive background check protocols and employment restrictions for contractor staff. Key requirements include prohibiting employment of individuals on active probation, parole, or supervision; mandatory criminal background checks through the Wisconsin Department of Justice; compliance with the Prison Rape Elimination Act (PREA); fingerprinting requirements; and immediate notification protocols for any criminal charges against contractor personnel. The document also mandates specific policies for fraternization, confidentiality (including HIPAA compliance), access to DOC secure facilities, staff identification requirements, and social media conduct. Contractors must submit compliance agreements annually and maintain detailed policies equivalent to DOC Executive Directives. The rider does not specify contract values, pricing terms, or renewal periods, as it serves as a standard template applied across various DOC contracts requiring these personnel security measures.
