About this file
This is a Justification for Other Than Full and Open Competition Sole Source Justification document dated 28 January 2026 from the Defense Health Agency's Southeastern Markets Contracting Division.
The Naval Hospital Jacksonville, Florida and its Branch Health Clinics require preventive and corrective maintenance services for an existing REES Temperature Monitoring System. The system provides 24-hour continuous temperature and humidity monitoring for temperature-sensitive medical products and is mandated by the Defense Health Agency. Required services include annual preventive maintenance per manufacturer recommendations, system calibration and certification, software updates, replacement components, and corrective maintenance including repairs, adjustments, and component replacements to restore equipment to original manufacturer specifications. The contractor must maintain equipment in compliance with original equipment manufacturer specifications, current U.S., state and local laws, DHA regulations, and The Joint Commission requirements. The contract period consists of a 12-month base period from 15 May 2026 to 14 May 2027, with four 12-month option periods and a potential 6-month extension under FAR Clause 52.217-8, extending through 14 October 2031.
REES Scientific is identified as the sole source capable of providing these services because it is the only authorized provider maintaining compliance with ISO 9001:2015 and ISO/IEC 17025:2017 standards, does not authorize third-party service providers, and is the sole proprietor of the system's software, repair parts, and hardware. Market research conducted from September 2024 to October 2025 by Facilities Management, Information Management, and Materiel Management Departments, including searches of AbilityOne.Gov, UniCor.Gov, and GSA sources, confirmed no alternative vendors exist capable of providing the required maintenance services. A combined solicitation and synopsis will be posted on SAM.Gov to satisfy Federal Acquisition Regulation Section 5.2 publicizing requirements.
