SUMMARY OF WORK

PART 1 GENERAL

1.1. GENERAL DESCRIPTION

1.1.1. The work under this contract consists of providing all labor, materials, equipment, and supervision required to remove two exiting sectional overhead doors and install one new 14’-0 x 14’-0” high-lift sectional overhead door located at the north existing door opening (Door 3 area), including associated framing, flashing, bollards, and electrical connection to motorized operation for the complete door assembly at 2611 W. Vo Tech drive, Weslaco, Texas 78596.

1.1.2. This project shall be executed under design-build delivery. The Contractor is responsible for field verification, shop drawings, product data, and coordination with all related disciplines prior to fabrication and installation.

1.1.3. All work shall conform to the latest editions of applicable UFC, IBC 2021, ASCE 7-22, NFPA, and OSHA standards, as well local requirements.

1.2. SCOPE OF WORK

1.2.1. The Contractor shall perform, but not be limited to, the following:

A. Remove two exiting 8’-0” x 9’x0” sectional overhead doors, tracks, and operations.

B. Remove the intermediate metal panel and structural framing between exiting openings.

C. Provide and install one new 14’-0” x 14’-0” high-lift sectional overhead door with motorized operator, and wall-mounted control station.

D. Provide new support framing, purling’s, and connection hardware as required for the new door system.

E. Install two new 4-inch diameter steel bollards, concrete-filled and painted safety yellow, and reinstall previously removed bollards in new door location as required.

F. Install new perimeter flashing, metal trim, and weather seals to match the existing wall finish and color.

G. Reconnect power to new motorized operator and verify complete functionality.

H. Test and adjust door operation for smooth performance and alignment.

I. Remove existing dock leveler and cover pit opening with removable steel plate assembly anchored to exiting concrete slab. Cover shall be flush with adjacent slab and capable of supporting equivalent floor loads. Installation shall be reversible to allow reinstallation of the dock leveler by the landlord in the future.

J. Protect exiting structure, slab and dock equipment during all phases of construction.

1.3. FIELD VERIFICATION AND COORDINATION

1.3.1. A verify all existing dimensions and conditions prior to fabrication.

1.3.2. Coordinate work with COR to minimize operational disruptions.

1.3.3. Protect adjacent walls, dock levelers, and exiting equipment during demolition and installation.

1.4. QUALITY ASSURANCE

1.4.1. All material and workmanship shall conform to manufacture’s installation instructions and applicable ASTM standards.

1.4.2. Electrical work shall be performed by qualified personnel in accordance with NFPA 70 (National Electrical Code),

1.4.3. Final inspection and testing shall be conducted in presence of the

COR.

1.5. SPECIAL WORK REQUIREMENTS

A. The site superintendent must be:

(1) An employee of the prime contractor,

(2) Be always on-site while work is conducted,

(3) May also be the Quality Control Manager,

(4) Speak fluent English, B. The Contractor’s Quality Control Manager is responsible for all quality control and quality assurance aspects of the project.

C. Comply with all hot work requirements of the USCG unit.

D. Coordinate all staging and laydown areas with the Contracting Officer’s Representative (COR) prior to commencement of work.

1.6. PROJECT PERFORMANCE PERIOD

A. The total contract performance period shall include the time needed to complete administrative processes, review, and approve material submittals, complete the base bid, any inspections, complete all project record (closeout) documents, and Governmental review of submittals. After work begins at the site, perform the work continuously during normal working hours and show daily progress until all work is complete.

B. The USCG intent is to complete the gravel pad as quickly as practical to support delivery of the Armory and Magazine units.

The Contractor is encouraged to propose accelerated sequencing and early completion where feasible, provide all quality, compaction, and safety requirements are met.

C. The total contract performance period is as follows:

1.7. HOLD POINT CONSTRUCTION INSPECTIONS

A. None required.

1.8. LOCATION

The work is located at:

U.S. Coast Guard Facility Rio Grande, 2611 W. Vo Tech drive, Weslaco, Texas 78596.

1.9. WORK HOURS AND PROGRESS CHART SPECIAL TIME EVENTS AND ACTIVITIES

1.9.1. Normal Working Hours

(1) Perform all work at the site from Monday through Saturday from 7:00am to 4:00 pm.

B. Performing the work beyond the listed working hours is at the discretion of the COR. The Government may reject any such request without impacting cost and performance period of the Contract.

(1) Compose the request to include projected day(s) and hours of the work, list of expected personnel including sub-contractors and the planned work to be performed during this period. Indicate in the request that the planned work is to be performed at no additional cost to the Government.

(2) The Contractor shall request approval three working days in advance of the requested time.

1.10. SPECIFIC ENVIRONMENTAL REQUIREMENTS

A. Laydown areas for the project must be clear of debris at all times. All garbage, recycling or other demolition debris shall be cleaned up daily and none may be permitted to enter any waterway. All dumpsters or trash containers shall have no penetrations, no leak, and shall be covered at all times while not in use.

1.11. AVAILABILITY OF UTILITY SERVICES

Reasonable amounts of the following utilities will be made available to the Contractor without charge.

A. Electricity, and B. Potable Water.

The Contractor shall pay all costs incurred in connecting, converting, and transferring the utilities to the work. The contractor shall be responsible for making connections including providing back flow preventers, transformers and for disconnection.

The contractor shall provide temporary toilet facilities for their personnel.

1.12. CONTRACTOR USE OF PREMISES

The work shall be performed on a USCG operational military installation. Become familiar with and obey fire, traffic, and

Section 01 11 00 security regulations. Personnel shall not stray from the immediate area of work or direct avenues of ingress and egress unless authorized in advance by the COR. Protect and isolate the working area as per industry standard. All areas affected by the Contractor shall be restored to its original condition.

1.13. CLEANUP

A. The Contractor shall keep the work area free from accumulations of waste materials daily. The Contractor shall not use USCG waste disposal facilities.

B. All materials including construction debris and equipment shall be removed from Government property in accordance with the paragraph titled Generated Waste above.

1.14. STORM PROTECTION

The Contractor shall take every practicable precaution to minimize danger from storms to personnel, the work, and to adjacent property.

1.15. RECEIPT OF MATERIALS

The Contractor is responsible to receive all equipment, materials, and supplies.

1.16. DELIVERY AND STORAGE

The Contractor is responsible for the proper transport and storage of all equipment and materials.

1.17. WARRANTIES

Endorse all warranties or guarantees to the Government.

1.18. TRAINING

The Contractor shall provide training to USCG unit personnel in the operation of any new equipment. Associated Operation and Maintenance Manuals shall be approved and provided to the unit prior to the training.
