SCOPE OF WORK
Central Navajo Agency (CNA), Chinle Transportation Yard (CTY) & Pinon Transportation
Substation Yard
Aboveground Storage Tanks (AST) & Solid Waste Removal for Disposal or Recycling
Chinle, Arizona
BACKGROUND:
The Bureau of Indian Affairs (BIA) Chinle Agency Transportation Yard is in Chinle, Arizona. The
Transportation Yard is located north of the Chinle Agency Administration Building 136-C, along
Navajo Route #7. (Figure 1). The Pinon substation roads yard is in Pinon, Arizona, and off BIA Router
4. The Pinon Roads yard is located west of the Navajo Nation Social Services building and next to the
Navajo Nation Division of Transportation Yard on unpaved dirt road.
The BIA Navajo Regional Office (NRO), Branch of Environmental Management (BEM) is seeking the services of an environmental contractor specializing in decommissioning, dismantling, and removal of
ASTs, drums, storage tanks for oil, used oil and antifreeze. Along with the solid waste are oil filters at each of the transportation yards in Chinle Agency and Pinon, AZ. Once the ASTs and associated piping are removed the contractor shall sample at both sites regulated under 40 CFR 280-281. Heating oil is regulated under the Navajo Underground Code and the NN Code uses the 40 CFR 280-281 requirements for tank removal. The cleanup standards are 500 ppm for heating oil. The ASTs used diesel and gasoline, along with smaller tanks, drums of used oil, motor oil, and oil filters. The removal of other solid waste debris at these locations are to be inventoried, segregated for recycling or disposal at permitted landfill. As these locations have various metal debris, guardrail posts which include storage tanks for the hydraulic oil, motor oil and used oil containers within the spill containment at both locations. These are shown in Appendix A: CNA, CTY, SWM, Removal and Disposal Project

C: CNA, Pinon Transportation Yard, SWM, Removal and Disposal Project Photographs
BEM is assisting the CTY in response to the recent BIA, NRO, BEM, 2022 Environmental Management
Assessment and Performance Program (EMAP) report, which was conducted for the BIA Navajo
Region five (5) agencies. This project shall be completed in compliance within the following regulatory authorities: United States (US) Environmental Protection Agency (EPA), Navajo Nation Environmental
Protection Agency (NNEPA), and the BIA, NRO, BEM; along with the following governing statues:
Comprehensive Environmental Response Compensation and liability Act (CERCLA), Resource
Conservation Recovery Act (RCRA), Toxic Substances Control Act (TSCA); NNEPA Leaking Storage
Tank Program (LSTP); Clean Water Act (CWA), and the Executive orders “For Greening of America.
PROJECT LOCATION:
The CNA, CTY, SWM project is located within the: SW1/4SE1/4 of Sec. 16, T. 05 N., R. 10 W., Navajo Prin., Mer., Apache County, Arizona, containing 3.7 acres. (See Appendix A: CNA CTY, SWM, Project Location. Figure 1. Vicinity Map, and Figure 2. Location Map).
WORK REQUIRED:
The BIA requires the services of a licensed and permitted contractor to decommission, dismantle and remove several ASTs, drums/containers of hydraulic, motor oils, oil filters and solid waste at both transportation yards. and used oil currently onsite. Disposal of three (3), 3,000 gallon Aboveground
Storage Tanks (ASTs) along with the associated piping, which are not empty and maintained in CTY and the substation in Pinon, AZ. Once the ASTs are decommissioned, the area (pedestals/pads/berms) shall be tested for any residual contaminants will be excavated and disposed at permitted landfill. The excavated area will be backfilled with clean soil. Other 500–1000 gallon tanks on site will also be removed along with the residual oil or antifreeze, that can be recycled. Once the smaller tanks are removed, areas showing soil staining shall be tested, and stained soils shall be removed and backfilled with clean soil. Each location also has identified solid waste debris which include metal, guardrail post blocks, containers with hydraulic oil, motor oil and unused oil. These containers shall be removed and any staining on soil shall be removed.
The tanks must be emptied of product or residue prior to removal. The tanks should be inert prior to removing to avoid any fires or explosions. The sludge and/or residual product shall be removed, and
AST closed in accordance with 40 CFR 280 and 281. Disposal of the old tanks system shall be cut up and the metals recycled. If the tanks are cut up and recycled as metal scrap; a certification of destruction must be presented to BIA to document destruction and a waste disposal manifest for disposal of the contaminated soils, disposal of associated dispenser; piping and concrete contaminant pad, or the earthen berm; testing of the soils at both ends, and in the middle of the tank area, under the piping, in accordance with 40 CFR 280-281. All petroleum contaminated soils and waste shall be disposed in permitted landfill. All non-hazardous roads debris which cannot be re-used or recycled must be disposed in a permitted landfill in accordance with 40 CFR 258. Any waste that is not determined to be hazardous waste shall be segregated into solid waste, recyclable materials, or universal waste for disposal; in accordance with RCRA, TSCA, and Executive orders “For Greening of America.”
