About this file

This document is a sole source justification for a federal contract opportunity. The Product Director of the Army's Acquisition, Logistics, and Technology Enterprise Systems and Services requires the installation of one Symmetra SY500K500F Uninterrupted Power System and one Uniflair 31KWTUCV1000G Up-Flow Unit for the east side of its data center to support increased IT equipment and customers. The justification cites the need for compatibility with existing Symmetra and Uniflair equipment already in use for ease of installation, reduced training and maintenance costs, and system integration capabilities. Market research found several small business authorized resellers capable of providing the required equipment and services. The contract was awarded on September 1, 2020 for an unknown amount to an unknown vendor under contract number W91QF520P0016.

4. Authority Cited: Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 (or

41 U.S.C. 1903 for Special Emergency Procurement) as implemented by FAR Subpart 13.5:

Other: FAR 13.501(a)(2)(i) For a proposed contract exceeding $150,000, but not exceeding $700,000, the contracting officer’s certification that the justification is accurate and complete to the best of the contracting officer’s knowledge and belief will serve as approval, unless a higher approval level is established in accordance with agency procedures.

5. Reason for Authority Cited:

(a) The following provides rational under the authority FAR 13.501(a)(2)(i). PD ALTESS request restriction of this procurement to brand name Symmetra as it enables ALTESS to receive not only a high quality piece of back power equipment but also enables ALTESS to keep uniformity of equipment for reduction in maintenance cost incurred by an alternative brand.

ALTESS data centers currently only use Symmetra equipment as it is the easiest for installation, reduction in training costs, compatibility to building automation systems and fully able to integrate with various brand name serves and storage devices.

Brief history to explain the procurement. In early 2020, ALTESS was selected 1 out of 5 by the

Army to become an enduring data center and move away from its previous platform of sustainment and Continuity of Operations (COOP). This means the data center will receive a major influx of customers, which will result in the need for additional support equipment to said customers IT equipment housed within the ALTESS data center. Early summer 2020, started to see a gradual increase in customers and equipment, which requires additional power backup and cooling system to support the rapid growth. Symmetra brand name equipment is requested above all to handle the increase.

Additionally, with the increase of backup power systems, the need arises to continually keep systems cool to avoid overheating and potential danger of shutting down and/or fire hazards. The area where the new Symmetra equipment will be installed does not have adequate cooling for the equipment, which comes as the Uniflair 31KW TUCV1000G Up-flow Unit. The brand name

Uniflair equipment parallels the brand name need of the Symmetra UPS equipment as it is the easiest for installation, reduction in training costs, compatibility to building automation systems and fully able to integrate with currently fully operational Uniflair system in use within the data center. The Uniflair system will provide continual cooling to Symmetra UPS systems and is specifically designed to fit within the designated area within the data center.

(b) Alternatives: ALTESS researched and functional tested various UPS units from Toshiba, Emerson, and Eaton. After further research and reviews, it was determined these types of equipment did not live up to functionality, life expectancy and performance standards like

Symmetra UPS equipment. Symmetra performed above expectations, capable of integration to support systems, and reflected lower cost of maintenance. Selecting anything other than

Symmetra and Uniflair type equipment would result in further requirements of testing for functionality, compatibility and integration into ALTESS monitoring systems.

(c) Failing to approve the justification for procuring the brand name Symmetra and Uniflair equipment will result in the following. First, ALTESS would not have the ability to expand in preparations of accepting and supporting new customer’s equipment. This would greatly impact the Army’s ability to expand much needed IT systems supporting everything from pay, logistics, maintenance, research & development, and various other larger programs that enable mission success. Secondly, unable to perform necessary expansion hinders the Army’s ability to reorganize and regionalize vital IT systems that support specific locations from main forces to special operations systems. Lastly, the cost incurred with procuring an alternative would be felt via maintenance support agreements. ALTESS would need a maintenance support agreement however, an alternative would require brand specific or specialized trained technicians to work on said equipment. Also not to mention the specialized training of ALTESS staff in using an alternative brand other than Symmetra and Uniflair.

6. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.201.

7. Actions to Increase Competition: For future requirements, the Government will continually conduct market research to ascertain if there are any changes in the marketplace that would enable future actions to be competed without restriction, and determine if evaluation, testing and qualification of alternative products are prudent with respect to prior investment costs, pending end of service dates for existing products, man-power availability, the total cost to the

Government and budgetary allowances.

8. Market Research: In accordance with FAR Part 10, Market research, was conducted during the period of 9 March 2020 through 1 April 2020, to determine if any resellers had the capabilities of providing the equipment, installation and startup.

Schneider Electric IT USA, Inc., whom provided of the quote also informed ALTESS they do not directly perform installation or build of the equipment but rather provide designs and specifics to their authorized resellers to perform the services. Furthermore, Schneider Electric informed

ALTESS that anyone of their Schneider Electric authorized resellers rather small or large business is capable of providing the service requested. The authorized reseller would only need to provide the opportunity number (quote number) to obtain a copy of the specs and equipment needed for the requirement.

9. Interested Sources: Additional research was conducted by contacting the Original Equipment

Manufacturer (OEM), Schneider Electric, to find out if there were other authorized small business resellers of these products. The following list of Authorized Resellers was provided:

Colossal Contracting, LLC – SDVOSB

Sterling Computer Corporation – LB (Partnership with Regency Consulting, a Native American, SDVOSB, VOSB and METGreen, SDVOSB

Intelligent Waves, LLC – SDVOSB

Based on a review and results of the market research, it was determined that authorized resellers are able to provide a quote.
