About this file
This is a Request for Proposals (RFP) 25-0801-03 for an All-Hazard Mitigation Plan issued by the City of Clovis, involving the City of Clovis, City of Texico, Village of Melrose, Curry County, and its rural unincorporated areas. The project aims to develop a comprehensive All-Hazards Mitigation Plan through a competitive negotiation process, with proposals due on Thursday, October 23, 2025, at 2:00 P.M. Local time. The contract term is initially for a period not to exceed the allowed amount pursuant to 13-1-150 NMSA, with the City of Clovis reserving the right to extend the contract on an annual basis for up to four (4) years. The selected contractor will support the formation of a Hazard Mitigation Planning Team (HMPT), review existing plans, coordinate meetings, ensure compliance with Emergency Management Accreditation Program standards, and develop a FEMA-compliant mitigation plan.
The project is funded through current budgetary allocations, with the contractor to be paid 100% of the current funding allocated to contractual services. The successful bidder must provide a certificate of insurance with liability coverage of at least $1,000,000 and comply with workers' compensation requirements. Proposers will be evaluated based on their response and approach (25 points), hazard mitigation plan expertise (50 points), and capacity and capability (25 points). The RFP includes specific tasks such as mitigation planning team coordination, risk assessment, public involvement strategy, goal updates, and plan assembly. Proposers must submit one hard copy and one digital copy of their technical proposal, limited to ten pages, and are required to complete a Campaign Contribution Disclosure Form as part of the submission process.
