About this file

This is a Documented Quote (DQ) issued by the Colorado Department of Human Services, Division of Vocational Rehabilitation (DVR), seeking coin counting and sorting products to support clients with disabilities in achieving successful employment outcomes. The solicitation requests quotes for four items: a Talking Currency Scanner, a Coin Sorter, a Bagging Pedestal, and a Tubing Kit. These vocational rehabilitation and assistive technology devices are designed to enable individuals with vision impairments to independently operate vending machine businesses. The quote submission deadline is Friday, October 30 at 10:00 AM MST, with submissions accepted via email to vera.kennedy@state.co.us, by fax to 303-866-5808, or by mail to the Department of Human Services North/Central Procurement office in Denver. The award term extends until September 30, 2016 with no renewal options. The State intends to issue a single vendor award based on the quote most beneficial to the State.

All pricing must be quoted on an FOB Destination basis, with vendors required to specify any minimums, special charges, restrictions, or conditions. Prices shall remain firm for the entire award term. Payment terms must be a minimum of 45 calendar days. All equipment and parts must be new and include manufacturer warranties, with vendors required to specify the warranty period. Service Disabled Veteran Owned Small Businesses (SDVOSBs) incorporated or organized in Colorado and officially registered with the U.S. Department of Veterans Affairs may receive a 5% price preference, provided they submit certification documentation with their response. Vendors must be registered with Colorado's Vendor Self Service (VSS) System prior to the solicitation deadline to be considered for award. The solicitation emphasizes that price is the primary evaluation factor, though administrative costs, delivery conditions, experience, and warranties will also be considered.

SECTION II – SPECIFICATIONS/STATEMENT OF WORK

The State of Colorado, Division of Vocational Rehabilitation (DVR), seeks coin counting & sorting products to assist clients in successful employment.

Overview

Occupational licenses, tools, and equipment are items normally required for job performance in the occupation of the individual's employment outcome. Specialized adaptive equipment, including microcomputers, which are necessary to accommodate limitations imposed by the impairment(s) for the performance of job tasks are considered rehabilitation technology services.

Purpose

These vocational items are congruent to the client’ IPE’s, as well as DVR Policy, and are necessary and appropriate for a client to achieve a successful employment outcome. The electronic case management system possesses the ability to purchase said equipment using the following procedural codes: Purchase (Procedure Code 70001-01); Rental (Procedure Code 70002-01); Repair (Procedure Code 70006-01).

The equipment is intended solely for client vocational use, and would be returned if successful employment is not ultimately obtained and maintained.

Statement of Need A rehabilitation/assistive technology device is a non-medical item, piece of equipment, or product system that is used to increase, maintain, or improve the functional capabilities of an individual with a disability. The device may be acquired commercially off the shelf, modified, or customized.

Purchase of this equipment sufficiently allows the person with a vision disability to independently operate the occupational tool without a reader aide.

Specifications:

Each of these items are purchased individually but used to count both coins and bills.

Talking Currency Scanner:

For individuals with vision-impairments this product allows for independent financial operation of vending machines via voice adapted technology. The machine will separate the denominations, and face them for accurate counting and bank deposits. Additionally, raised buttons on the machine allow for tactile navigation when necessary. The business operation of vending machines relies heavily on regular and accurate withdrawals from the vending machines, and is used on a minimum of weekly, if not more frequent.

COIN SORTER:

The coin counter provides accurate detection of coin value, sorts, and bags or packages/rolls large quantities of coins. The portability of the machine is essential to business effectiveness, as vendor machine operators service multiple machines over many locations. For individuals with vision-impairments this product allows for independent financial operation of vending machines via voice adapted technology.

BAGGING PEDESTAL:

Bagging pedestal is needed for either rolling or bagging coins. A magnet pulls out foreign metals preventing non-currency from being counted.

Tubing Kit:

The kit allows for accurate and required batching of coins for bank deposits. While an individual with an orthopedic limitations might benefit from the product, a person with a vision impairment would find the product as essential to operating a business.
