The requirement for Auto Liability insurance specified in Section 10.D of Attachment A was deleted. For unavailable formats, offerors must indicate "format not available" and provide explanation.

I. CLARIFICATIONS AND ADDITIONAL INFORMATION
A. Please refer to Attachment A – Terms and Conditions, which is hereby amended to delete the Auto Liability insurance item in Section 10.D. as a requirement.
B. Please refer to Attachment B – Subscription Pricing, which is hereby amended to change the reference from Attachment C to Attachment B.
C. The due date and hour remain as April 14, 2026 at 3:00 PM.
D. All other terms, conditions and descriptions remain the same.
II. REQUESTS FOR INFORMATION
A. Virginia Tech has received the following inquiry questions and has provided the below answers.
1. Offeror Question: Section VII.A.1.c. asks to supply samples of all standard reports as outlined in Section VI. H. and Section VII.A.1.d. asks for samples of invoices. The instructions under General Requirements state that we must submit one (1) electronic document in WORD format or searchable PDF of the entire proposal as one document. Management reports are large Excel files with many rows of data. How should we incorporate them into a WORD document, or may we submit samples such as management reports and invoices separately?
Virginia Tech Answer: Management reports may be submitted as a separate Excel file if that is needed in order to show them clearly. Please keep the total number of files to a minimum and do not utilize anything that would require special software to view. Invoices are usually a standard page size and so should be submittable as part of the main Word or PDF proposal.
2. Offeror Question: May additional invoices be submitted after the primary invoice to cover unexpected increases in publisher list prices? For example, a specific title may be priced at $100 at the time of invoicing. The publisher increases the price to $125 a few months later. We would send a supplemental invoice for $25. Typically for customers who agree to additional invoices, fewer than 5% of their titles have any kind of price increase. Or is the expectation to receive a single invoice each year with no additional invoices? In this case, we will add a small percentage up front to titles where we don't have a confirmed price for the subscription period and we will not invoice for any additional amount if the publisher’s rate increases for that year.
Virginia Tech Answer: Yes, additional invoices may be submitted after the primary invoice to cover publisher increases. This is addressed in VI.J.2. In the majority of cases there should be no more than two invoices for a given title, one for the primary invoice and a supplemental one to adjust the final total as needed. Items that are irregular or billed other than annually may have additional invoices over the course of the year.
3. Offeror Question: Should the prices quoted be the exact prices invoiced after award or can current publisher’s list price be quoted with the understanding that some list prices may change? For example, a title’s price is $100 but it has not been updated by the publisher for the next subscription year. We list $100 on the proposal. By the time the RFP award is made, the publisher has updated the price to $125. Can we invoice at the publisher’s updated price of $125, or do you require the invoice to match the quote of $100? If we must match the proposal pricing, we will add a small increase to the quote for titles that do not have updated rates.
Virginia Tech Answer: Please provide current publisher pricing with the understanding that these list prices may change by the time a contract is awarded.
4. Offeror Question: Should the pricing provided in Attachment B be the publisher’s retail price only without any service charges or discounts?
Virginia Tech Answer: Please provide the total amount charged for the title, including service charges and discounts. Service charges and discounts can be further outlined in the response to Section VII.A.4.
5. Offeror Question: If the requested format for any of the titles in Attachment B is not available, will you allow a substituted format?
Virginia Tech Answer: If the requested format for a title listed in Attachment B is not available, please indicate “format not available” and explain why this cannot be provided.
6. Offeror Question: Please provide circulation information for all newspapers, i.e., mail or carrier and days of the week required.
Virginia Tech Answer: Please see Section VI.K.3: Newspapers should be delivered by mail and for all available days (Monday – Sunday).
7. Offeror Question: Regarding pricing proposals (Section VII.A.4.), is there a preferred format for submitting service charge offers? Example, should pricing be provided specifically for Virginia Tech versus separately for other VASCUPP institutions?
Virginia Tech Answer: Please describe service charge offers in a simple manner. If service charges differ by institution, please provide service charges for each institution.
8. Offeror Question: Will proposals that are based on being awarded all of VASCUPP’s aggregated business versus a partial amount be considered?
Virginia Tech Answer: Yes, though a minimum volume of business cannot be guaranteed. Also, contracts may be awarded to more than one offeror.
9. Offeror Question: Are service charge ranges acceptable?
Virginia Tech Answer: Service charge ranges are acceptable. However, if service charge ranges are provided, please indicate why there is a range and not a fixed amount or percentage. Please also indicate why and describe how service charges may differ across institutions or types of purchases.
10. Offeror Question: Please provide ISSN#’s and publisher information for the titles listed in Attachment B.
