About this file

This Addendum No. 1 document was issued by the State of Hawaii Department of Transportation Harbors Division on May 22, 2026, in response to bidder questions regarding Job S70180 for the replacement of three fenders at Pier 1 of Nawiliwili Harbor in Kauai. The addendum clarifies key project requirements and solicitation terms through responses to eleven requests for information (RFIs) submitted by prospective bidders. According to the RFI responses, both union and non-union contractors may participate in the bidding process, no permits are required for the project, and the Buy America Act does not apply. The existing pier supports a live load capacity of 1,000 psf and accommodates container forklifts. Bidders should assume no hazardous materials are present in the elements designated for demolition and that sufficient onsite storage space will be available for all replacement fenders, though storage may not be immediately adjacent to the project site. Work phasing will be determined by fenders rather than by structural bents, and the exact contractor laydown area and final work schedule will be established during the pre-construction meeting following contract award.

The wage scale for the project is referenced in the project specifications, and Hawaii prevailing wage requirements apply to all workers. The RFI responses confirm that competitive bidding should proceed without accounting for permit delays, hazardous materials remediation, or phased fender delivery constraints, as the State will provide necessary accommodations onsite. Bidders are instructed to acknowledge receipt of this addendum by recording the receipt date on page P-4 of the proposal form submitted through the HIePRO system by the May 28, 2026, deadline.
