About this file
This Addendum No. 1 document, issued by the State of Hawaii Department of Transportation (HDOT) on October 30, 2026, provides pre-bid meeting minutes and clarifications for the Maintenance of Landscaped Areas at Various Locations project (HWY-HM-2026-06) on the Island of Hawaii. The project is an open-ended, as-needed basis contract requiring contractors to perform landscape maintenance including weeding, mowing, edging, debris removal, and care of highway plantings at various designated locations. Work is divided into two geographic areas—Area 1 (East Hawaii) and Area 2 (West Hawaii)—with contractors permitted to bid on any or all areas, provided they submit bids for all items within selected areas. Separate contracts will be awarded for each area, or a combined contract if a single bidder is the lowest for multiple areas. The virtual pre-bid meeting was conducted on October 13, 2026, at 10:00 a.m. HST with no attendees present. The bid opening (HIePRO offer due date) is scheduled for November 9, 2026, at 2:00 p.m. HST, with all Requests for Information to be submitted by October 20, 2026, at 2:00 p.m. HST. The contract term is twelve months from the Notice to Proceed issuance, with options to extend for four additional twelve-month terms without re-bidding, subject to mutual agreement, with a maximum total contract duration of sixty months.
A performance bond is required for the first contract year, with new bonds required for each subsequent extension term; bid and payment bonds are not required. Proposal Schedule items display estimated annual quantities, with bid amounts calculated by multiplying estimated annual quantities by unit prices; these calculated totals will be used for bid comparison and lowest bidder determination. All work will be issued through work orders after contract award, with the Engineer preparing individual work orders for each section or area. Contractors are subject to liquidated damages for failure to commence or complete work within specified commencement and completion dates outlined in work orders. If the State and Contractor mutually agree to extend the contract, the Contractor shall receive a price escalation effective at the beginning of each extension term.
