About this file
This document is an Amendment #1 to the Aqua Crest Aquatic Center Public Art Project Call to Artists issued by Palm Beach County Art in Public Places, providing clarifications and responses to frequently asked artist questions regarding the solicitation. The project seeks an artist or artist team to design, fabricate, and install tile-based public art across approximately 960 square feet of wall space divided into five panels (Panel A: 324 SF, Panel B.1: 184 SF, Panel B.2: 184 SF, Panel C.1: 134 SF, Panel C.2: 134 SF) on the Aqua Crest Aquatic Complex facility. Acceptable tile materials include ceramic, porcelain, terracotta, stone, and glass; dye sublimation materials are explicitly prohibited due to color-fading issues in the South Florida climate. The installation surfaces consist of concrete tilt-up wall panels that will be primed unless the artist's proposed media does not require priming. Shortlist selection is scheduled for November 30, 2026, with a mandatory pre-proposal virtual meeting on December 6, 2026, and finalist selection on January 11, 2027. All artist teams must register their business entity with the Florida Department of State prior to the pre-proposal meeting, and international artists are eligible to apply and fabricate work outside the United States provided they meet all business registration requirements.
The total project budget is $348,000 to cover all project expenses including artist fees, design, engineering, permits, materials, fabrication, shipping, and installation. All shortlist artists selected to present finalist proposals receive a $1,000 honorarium. Both individual artists and artist teams are eligible; team qualifications will be evaluated collectively based on demonstrated ability to design, construct, and install large-scale public art and quality of past work. International artists may apply and work remotely with limited travel for essential project milestones, and may engage local Florida-based fabricators and installation contractors as team members. The selected artist is responsible for independently identifying and coordinating with fabricators and installers. All artwork must result in flat, even surfaces that do not protrude from walls and do not require structural reinforcement. Designs may incorporate both positive and negative spaces, but all wall surfaces must be finished.

Aqua Crest Aquatic Center Public Art Project Amendment #1 – Response to Artist Questions
Q1: Is the $348,000 just for one location or is it to be divided among all locations?
A1: Per section C. Areas for Art Integration in the project’s Call to Artists, the dimensions for the proposed facade for Art is as follows; Panel A is 324 SF, Panel B.1 is 184 SF, Panel B.2 is 184 SF, Panel C.1 is 134 SF, Panel C.2 is 134 SF. This totals 960 SF. The $348,000 is for the entire project.
Q2: Is there any additional guidance available on preferred materials, fabrication constraints, or site conditions beyond the published call that applicants should consider when shaping a proposal?
A2: Per section H in the project’s Call to Artists, following Shortlist Selection, Palm Beach County
Art in Public Places will host a mandatory virtual meeting to provide Shortlist Artists additional information and instructions. After signing a Non-Disclosure Agreement NDA artists will receive additional information about the site, communities served, etc. as well as current construction documents.
Q3: Is an artist team eligible if the lead artist brings the artistic concept, imagery, and established professional practice, while another member of the artist team brings extensive professional experience translating artists’ work into architectural tile or mosaic, including fabrication and installation?
A3: Each artist team application will be reviewed for eligibility based on criteria established in section
E. Artist Eligibility of the project’s Call to Artists
Q4: Is the required tile/public-art experience demonstrated collectively through the qualifications of the artist team?
A4: Per section G. Shortlist Application of the project’s Call to Artists, artist team applications will be evaluated based on the following criteria; demonstration of the ability to design, construct and install large scale public art, and quality and strength of past work as demonstrated in the submitted application materials.
Q5: Are the installation sites raw concrete?
A5: Per section C. Areas for Art Integration of the project’s Call to Artists, walls are concrete tilt-up wall panels and will be primed, unless artist proposed media does not require priming.
Q6: What materials have been used if the installation site has been surfaced?
A6: See A5 above.
Q7: Are there any additional requirements for an artist being based and submitting from overseas?
A7: There are no additional requirements for international artists. Per section H. Mandatory Pre- Proposal Virtual meeting for Shortlist Artists in the project’s Call to Artists, “Prior to the Pre- Proposal virtual meeting, Shortlist Artists will also receive a Business Information Form which must be completed and submitted to the PBC AiPP along with proof that the Artist’s business entity is registered to do business in the State of Florida as either a Florida or a foreign company, or proof that the registration application has been submitted and is pending review. Prior to the Pre-Proposal virtual meeting:
1. Register your business entity at Corporations - Division of Corporations - Florida Department of State (myflorida.com)
2. Provide PBC AiPP with the Business Information Form and proof that your business entity is registered or the registration application has been submitted to the Florida Department of State.
Q8: Can dye sublimation metal prints be considered for this installation?
A8: Due to short colorfast lifespan of dye sublimation material, it is not an acceptable media for this project as the strong south Florida sunlight and UV exposure causes unacceptable levels of fading and color changes over time.
Q9: Is this a new call just for a portion of the new complex? Did the previous call for the rest of the center get fulfilled?
A9: This Call to Artists is the only Call for this location, earlier this year Palm Beach County also published a Call to Artists for another aquatic center.
Q10: My practice is centered on large-scale, site-specific wall artwork and public-facing architectural transformations. For Aqua Crest, I would approach the project as lead artist in collaboration with an experienced tile fabrication/installation specialist and the appropriate technical professionals, so the finished artwork meets the Florida Building Code and TCNA requirements. Before preparing the shortlist application, I wanted to confirm whether an artist-led team structured this way is eligible, provided the team demonstrates the required tile fabrication and installation experience collectively.
A10: See A4 above.

Q11: What is the best route for staying up to date and connected with current and future opportunities that Art in Public Places of West Palm Beach has to offer, specifically regarding dimensional glass and/or sculpture?
A11: If you would like to receive future Calls to Artists for Palm Beach County Art in Public Places you can add yourself to Palm Beach County’s Artist Registry through the prompts at this link:
https://discover.pbcgov.org/fdo/art/Pages/Artist-Registry.aspx
Q12: Is the tile in the Aqua Crest Call to Artists meant strictly modular units set in a field -or does it extend to cast and kiln-formed glass panels set into the architecture?
A12: Per section C. Areas for Art Integration in the project’s Call to Artists, Art must be made of tiles
(e.g. ceramic, porcelain, terracotta, stone, glass) to be surface mounted to walls, must result in flat even surfaces that do not protrude from walls, and do not require structural reinforcement to walls. Walls are concrete tilt-up wall panels and will be primed, unless artist proposed media does not require priming.
Q13: Is there a pre-qualified artist pool, and are international artists included?
A13: Palm Beach County does not have a pre-qualified artist pool.
Q14: If an internationally based artist is shortlisted, can they engage a qualified Florida-based tile, ceramic, glass or architectural-art fabricator and installation contractor?
A14: See answer to Q3 above. Team qualifications will be determined based on members of team in initial application submittal. It is for each artist/team to determine their own fabricator and installer.
Q15: Does Palm Beach County provide or recommend qualified local fabricators familiar with the applicable building codes, engineering requirements and installation procedures, or would the selected artist be expected to identify and coordinate the fabricator independently? If a local fabricator is included as part of the artist-led project team, will their technical experience and qualifications be relevant to the project?
A15: The selected artist is expected to identify and coordinate the fabricator independently. The shortlist selection panel will review each artist/team based on all qualifications submitted.
Q16: Could the lead artist provide artistic direction and supervision internationally, with limited travel for essential project milestones, while the local technical partner manages fabrication, permitting and installation?
A16: It’s up to each artist’s discretion to propose what they believe to be the best scenario to manage permitting, fabrication, installation, etc.
https://discover.pbcgov.org/fdo/art/Pages/Artist-Registry.aspx
Q17: Can an internationally based artist still apply to this project and be able to fabricate from their workshop in their country if accepted?
A17: Yes.
Q18: What are the exact dimensions of the mural location, including total width and height?
A18: Exact dimensions are in Section C. Areas for Art Integration for the project’s Call to Artists.
Q19: Is there a detailed site plan, architectural drawing, or technical map showing the exact location of the mural and its precise dimensions?
A19: See section C. Areas for Art Integration in the project’s Call to Artists and see A2 above.
Q20: Is there a specific theme, concept, subject, or artistic direction required for this project?
A20: See section B. Design Goals in the project’s Call to Artists.
Q21: Is high-quality ceramic mosaic considered an eligible medium for this project?
A21: See A12 above.
Q22: Can international artists submit applications and artistic proposals remotely from outside the
United States?
A22: International artists can submit applications, per Section E. Artist Eligibility in the project’s Call to Artists.
Q23: What is the final deadline for submitting the artistic concept/proposal, including the proposed design, estimated project cost, and detailed description of the materials and techniques to be used?
A23: Per section L. Tentative Solicitation and Project Schedule in the project’s Call to Artists, the finalist selection is scheduled for January 11, 2027.
Q24: Should the artist provide a detailed price for the complete execution of the mural, including materials, fabrication, transportation, installation, and any other associated costs? If so, are there specific requirements or a prescribed format for the budget?
A24: See section J. Finalist Selection of the project’s Call to Artists, for finalist submittal materials and format.
Q25: Where can I find the complete Call to Artists document or any technical specifications and supporting documents related to the mural site?
A25: The Call to Artists document can be found at this link - Art in Public Places Calls to Artists.
Q26: Would an artist who already has experience in the public art realm, and has worked with qualified tile contractor/fabricator to ensure TCNA-compliant installation, satisfy the eligibility requirement?
A26: See A3 above.
Q27: Do applicants need to demonstrate prior completed projects specifically fabricated and installed with tile systems in order to be eligible for this Call to Artist project?
A27: See A4 above.
Q28: Must all 5 designated art areas (approximately 960 SF) be 100% covered in tile, or may the design incorporate exposed prepared wall/negative space?
A28: It is up to each artist applicant to propose a cohesive design, which may include positive and negative spaces. All wall surfaces must be finished.
