About this file

This is Addendum No. 1 issued by the State of Michigan Department of Technology, Management and Budget for the Philadelphia Street Site soil excavation and disposal project (File No. 761/17183.SAR). The addendum modifies the original Project Manual dated February 25, 2019 and includes a pre-bid meeting sign-in sheet, answers to written questions, and a revised bid schedule. The bid opening date is April 10, 2019. The scope involves excavation and disposal of 4,900 tons of petroleum-impacted soil, removal/disposal of 4,000 gallons of petroleum-impacted groundwater, 3,400 tons of sand backfill, 300 cubic yards of topsoil restoration, 11,625 square feet of seeding, and 1,100 square feet of sidewalk removal and replacement.

The bid schedule includes eight line items plus a $20,000 allowance amount. Key clarifications include: excavation boundaries are at the inside edge of existing sidewalks, sheet piling is approved for sidewalk/road protection if needed, only a pre-excavation property boundary survey is required, excavation will extend 1-2 feet into native clay, prevailing wages are not required, and material conversion factors are specified (excavated soil at 1.7 ton/cy, sand at 1.3 ton/cy, topsoil at 1.1 ton/cy). The alley north of Parcel 1 may be used for equipment staging but the area west of Parcel 1 may not be used. Approximately one week should be allowed for confirmatory testing before backfilling.

ANSWERS TO WRITTEN QUESTIONS

Question: The excavation is to be taken to the property boundary - Can you confirm this is just inside the inside edge of the existing sidewalks?

Answer: Yes, the property boundary is assumed to be at the inside edge of the existing sidewalks.

Question: For the 12' deep excavation along the property line, saturated sandy soils would seem to preclude an open cut, even with sloping. Assuming that sloping isn't allowed for this deep cut, is sheet pile assumed and approved for sidewalk and road protection?

Answer: Yes, sheet piling is an acceptable side-wall stabilization method if sloping is not sufficient. As part of the pre-work submittals, the work plan should include a stabilization plan.

Question: Can you clarify the survey requirements? Pre-excavation, post excavation, and post restoration all required?

Answer: A pre-excavation survey is required to delineate property boundaries. No other surveys are required.

Question: Is it expected that initial excavation will stop at native clays?

Answer: Excavation will likely stop 1-2 ft into the native clay, as determined by the professional and field screening observations.

Question: Per the LARA Web Site - "On June 6, 2018, Michigan’s Prevailing Wages on State Projects law, Act 166 of 1965 was repealed as the result of a legislative initiative; the repeal was given immediate effect. Wage and Hour, therefore, will no longer issue prevailing wage rates, and updates to surveys will not be made. Any survey or other prevailing wage information filed with Wage and Hour in the future will be returned to the sender." Is prevailing wage required and what schedule should be used?

Answer: Prevailing wages are not required.

Question: Do footings and underground utility lines remain from the previous facilities?

Answer: It is unknown if footings and underground utility lines remain from the previous facilities. A GPR survey conducted in 2016 identified two small subsurface anomalies within 4 ft of the ground surface (cut-off pipe and debris). Subsurface conditions below 4 ft are unknown.

Any abandoned utility service lines encountered during excavation will be properly cut and capped.

Question: Can the adjacent properties (i.e. alley north of Parcel 1 or strip of property beyond the trees west of Parcel 1) be used for trailer, frac tank, parking, etc?

Answer: The alley north of Parcel 1 may be used for staging of equipment. The property beyond the trees west of Parcel 1 may not be used for staging.

Question: Is the 1.5 foot cut on Parcel 1 relative to a specific datum or existing grade? Is the restored site supposed to maintain the preexisting grades or simply provide smooth grades that promote sheet flow drainage from the site?

Answer: The 1.5 foot cut on Parcel 1 is relative to existing grade. The restored site should be graded to pre-existing grades that promote sheet flow drainage from the site.

Question: Is a third party utility clearance required?

Answer: Yes, third party utility clearance is required prior to excavation.

Question: What duration should be anticipated to allow the Engineer time to do confirmatory testing and analysis prior to allowing backfill operations to proceed?

Answer: Approximately 1 week should be anticipated for confirmatory testing.

Question: What is the status of the monitoring wells? Are they to be protected?

Answer: No permanent monitoring wells exist on the site. Groundwater samples collected during previous work were collected from temporary wells that were removed after sampling.

Question: Are topsoil quantities noted in the Bid Schedule measured by delivered quantity as evidenced by truck tickets or in place volume after placed, spread, and compacted?

Answer: Quantities noted in the Bid Schedule are estimated by volume and may fluctuate.

Payment will be based on actual quantities used as evidenced by truck tickets.

Question: What conversion was used for the excavated and imported material quantities shown on the Bid Schedule?

Answer: The following conversions were used during quantity calculations:

Excavated soil = 1.7 ton/cy Sand = 1.3 ton/cy Topsoil = 1.1 ton/cy
