About this file
This document is a brand name justification for the purchase of a Trotec Speedy Flexx 300 Laser Engraver from Trotec Laser, Inc. for Sierra Army Depot. The laser engraver will replace a broken unit and be used to print Item Unique Identification for asset tracking. The estimated total purchase price is $70,000 including the engraver, software, and accessories. The procuring agency conducted market research but found no other laser engravers that support the required JobControl 11.4.0 and Bartender 2019 software approved for use on the depot's network. As the JobControl software is proprietary to Trotec and the timeline for approval of new software is lengthy, only the Trotec laser engraver will meet the network compatibility and schedule requirements. The point of contact for the justification is Mr. Rory G. Thelen.

Control Number 23-03 Department of the Army Brand Name Justification for Purchases under the SAT (Using FAR Part 13)
Purchase Request #: W62G2W317201AF
1. Contracting Activity: Army Contracting Command-Sierra Army Depot (SIAD) is the procuring activity for this action.
2. Description of the Supply or Service Purchased:
Brand name only: Trotec Speedy Flexx 300 Laser Engraver (part number 1790635) to include Bartender 2019 and JobControl 11.4.0 software, floor stand, autofocus, laser pointer, Ferro-magnetic working table, 2.85” precision lens, OptiMotion TM for maximum cutting speeds, and InPack Technology TM protection package.
3. Dollar Amount: The estimated total purchase price is $70,000.00 for the purchase of a single laser engraver. The type of funds is Army Working Capital Funds.
4. Authority Cited: FAR 13.106-1(b)(1), Soliciting from a single source, including brand-name justifications.
5. Reason for Authority Cited:
Sierra Army Depot has a requirement to replace a broken Trotec laser engraver used for printing Item Unique Identification (IUID) for asset tracking. Sierra Army Depot (SIAD) network is managed by 7th Signal Command. 7th Signal decides which software are allowed to be used on SIAD’s network. 7th Signal approved use of the two softwares necessary to operate Trotec laser engravers on the SIAD network, including JobControl 11.4.0 and Bartender 2019 software. JobControl is software proprietary to Trotek Laser, Inc. Due to the limitations of allowable software and version numbers, the time it takes for new software to be approved for use on SIAD’s network, and because JobControl is proprietary to Trotec, only the Trotec laser engraver requested will be accepted.
6. Market Research: Market research was conducted in accordance with FAR Part 10. The end user reviewed previous procurements and mandatory sources for supplies. Federal Prison Industries, AbilityOne, GSA Global Supply, Defense Logistics Agency, do not provide laser engravers. An ACC-SIAD purchasing agent posted an RFQ to GSA eBuy, using by Department of the Army Ordering Officer guidelines, only a single price quote was received, quoting a Trotec laser engraver. Additional efforts included posting a sources sought notice to the GPE, www.sam.gov on 5 July 2023 to identify potential sources capable of providing a laser engraver that uses the JobControl software. The posting received no responses from industry.
7. The POC for this action is Mr. Rory G. Thelen, rory.g.thelen.civ@army.mil, 571-588-9266.
8. Contracting Officer Certification: I certify this justification is accurate and complete to the best of my knowledge and belief.
