SECTION C - DESCRIPTION, SPECIFICATIONS, WORK STATEMENT

C.1 BACKGROUND

Between 2014 and 2015, the Nation experienced a 7.2-percent increase in crashes on U.S.

roadways, the largest percentage increase in nearly 50 years.1 The largest percentage increase previously was an 8.1-percent increase from 1965 to 1966. Since that time, roadway fatalities have trended downward but even one (1) fatality is too many. In 2017 approximately 37,133 people lost their lives in a motor vehicle crash. Fatalities increased from 2016 to 2017 for SUV’s and crashes involving large trucks (e.g. combination trucks, tractor trailers, and single-unit trucks). In almost all other traffic segments of the population—passenger vehicle occupants, pedestrians, pedal cyclists, motorcyclists, alcohol-impaired driving fatalities, male/female, daytime/nighttime, crashes declined.2 Continuing to improve highway safety on our Nation’s roadways remains a top priority for NHTSA.

NHTSA provides highway traffic safety grants to states, territories and local communities, and supports research, demonstration projects, and countermeasure programs designed to prevent motor vehicle crashes and reduce their associated economic costs. Each State and territory have a Highway Safety Office which receives and disperses NHTSA highway safety grant funds pursuant to a predetermined plan known as the Highway Safety Plan (HSP).

Designed to reduce the number and severity of traffic crashes, the HSP is a statewide coordinated safety plan that provides a comprehensive framework for activities on all public roads. The HSP is developed through a cooperative process with Local, State, Federal, and private sector safety stakeholders. The HSP is a data-driven, comprehensive plan that establishes statewide goals, objectives, and key emphasis areas and integrates the four E's -engineering, education, enforcement and emergency medical services (EMS).

One behavioral area of interest to NHTSA is in Driver Education. Motor vehicle crashes remain a leading cause of death and injury across the life-span with 93,000 teen drivers being injured and 2,247 dying on our nation’s roadways in 2017. NHTSA has worked collaboratively since 1995 to coordinate organizations and entities representing driver education across the U.S. These industry leaders include key stakeholders and professional educators are responsible for delivering driver education in secondary schools and commercially throughout the nation with over 1,000 professional and corporate affiliates.

Driver education, nationally, is dependent on three levels of structure – state administrative standards, curriculum standards and model curricula. In the past five (5) years, consensus within the driver education community for national administrative standards has been achieved with NHTSA support. Key stakeholders within this community, including driver education state administrators, private driver education providers, associations, the research community, and others with a vested interest in driver education have used a process of consensus to formalize plans for promotion and maintenance of the administrative standards. These professional and

corporate organizations have maintained and published policies and guidelines for the discipline while also representing and advocating for quality traffic safety education. Through this coordinated approach, conferences, workshops, seminars, consultative services with subject matter experts (SME’s), and updates to educational material and curricula have been continuously maintained, updated, and disseminated across the U.S.

NHTSA has worked strategically to develop partnerships with Driver Education and traffic safety stakeholders to identify national priorities by; crafting a strategic plan and in defining best or proven practices to improve model driver education curricula and curriculum standards globally across the U.S.

Through ongoing financial support to organizations with an interest in Driver Education, NHTSA has supported the following efforts:

• Updating of the Novice Teen Driver Education and Training Administrative Standards (NTDETAS), Driver Education Content Curriculum Standards, National Instructor Training/Credentialing standards, an NTDETAS Implementation Guide, and a NTDETAS Strategic Plan to assist States with proper execution.

• Provided technical Driver Education assistance to states and national organizations through one-on-one personalized help, access to a formative State self-assessment, and an individualized comprehensive State assessment review.

• Created open access to a Guidelines for Establishing State Driver Education Advisory Boards.

• Fostered the cooperation among key stakeholders to open dialogue and identify priorities on emerging theoretical and empirical research approaches to understand behavioral developments as well as other technological advancements such as those related to autonomous vehicles and advanced driver assistance systems.
