About this file

This Request for Bids document, issued by the State of Maine Department of Environmental Protection Bureau of Remediation and Waste Management in March 2013, seeks sheet metal fabricators to manufacture 128 sheet metal filter protectors for installation on fiberglass home heating oil tanks. The filter protectors will be installed on 15 double-wall and 113 single-wall fiberglass tanks at various sites throughout Maine between April 1, 2013, and March 31, 2014. The installations will be performed by oil companies and heating contractors hired by the Department of Environmental Protection or by the eight Community Action Programs located throughout Maine. Bidders must submit questions through the online Question and Answer link, and the manufacturer must first produce two prototype filter protectors for inspection by the Department. If modifications are required, two additional protectors must be manufactured and approved before fabrication of the remaining 126 units proceeds. Delivery must follow a minimum schedule with 20 units by April 15, 2013; 50 cumulative units by May 15, 2013; 80 cumulative units by June 15, 2013; 110 cumulative units by August 15, 2013; and all 128 units by September 15, 2013. All filter protectors must be delivered to a heating equipment wholesaler's warehouse, store, or distribution point in the Portland or Bangor areas or within 30 road miles of an Interstate or Maine Turnpike exit.

Contractors must meet minimum requirements including submission of a signed statement acknowledging that all bid submissions will be considered public records subject to Maine's Freedom of Access Laws. The request permits the fabrication schedule to be used as fill-in work, allowing manufacturers flexibility in production timing as long as the minimum delivery schedule is maintained. No specific pricing information, set-asides, incumbent contractor details, or funding source amounts are detailed in the provided portions of this Request for Bids document.

I. INTRODUCTION

The State of Maine Department of Environmental Protection (MEDEP) is seeking bids from sheet metal fabricators to manufacture 128 sheet metal filter protectors that will then be installed - by others - on top of fiberglass, home heating oil tanks.

The delivery schedule should allow you to use the fabrication of these sheet metal filter protectors as “fill in work”.

If you have a question regarding this RFQ, you must submit your questions thru the “Question and Answer” link on the “Solicitation Details View” page. Your answer will appear there as well. II. SCOPE OF WORK

PURPOSE

The State of Maine Department of Environmental Protection (MEDEP) intends to install 15 double wall, fiberglass, home heating oil tanks and 113 single wall, fiberglass, home heating oil tanks (128 tanks in all) at various sites throughout Maine in the period from 1 April 2013 to 31 March 2014. The installations of these home heating oil tanks will be performed by oil companies and heating contractors hired by the MEDEP or hired by the 8 Community Action Programs (CAPs) located throughout Maine. A sheet metal filter protector shall be installed on the top of each of these fiberglass tanks to protect the oil filter and the piping associated with it.

The MEDEP intends to purchase 128 sheet metal filter protectors manufactured by a sheet metal fabricator.

The delivery schedule should allow the sheet metal fabricator to use the fabrication of these sheet metal filter protectors as “fill in work”.

The sheet metal fabricator shall deliver the sheet metal filter protectors not to the MEDEP, but to a heating equipment wholesaler chosen - by a bid process similar to this one - by the MEDEP/
