About this file

This is a Sources Sought Synopsis issued by the Department of the Air Force, Air Force Materiel Command (AFLCMC/EBHKB) to conduct market research for Fighter IPT FY27 Requirements covering the Global Fleet. The synopsis number is FA8213-26-R-3056, with responses due by 07 August 2026.

The Government seeks capable sources to manufacture various egress system components for F-15, F-16, and F-22 fighter aircraft. The required components include explosive cord sets, initiators (propellant, delay, gas-actuated, and cartridge types), canopy removal and emergency release systems, detonating cord, thermal batteries, and fire extinguisher cartridges. The proposed NAICS code is 325920 (Explosives Manufacturing) with a size standard of 750 employees. The Government is particularly interested in small business concerns, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business entities, and requests identification of small business status and any anticipated teaming arrangements.

Key constraints include that technical data and drawings for the components are currently owned by Collins Aerospace, Nammo Defense Systems, and Pacific Scientific Energetic Materials Company, and the U.S. Government does not own or have rights to this data. Respondents must demonstrate independent access to all necessary technical data, drawings, and specifications for manufacture, inspection, and testing. The Government has no funds available for second source qualification efforts, so preference will be given to suppliers with proven experience manufacturing explosive or comparable energetic device components. Interested offerors must provide demonstrated experience over the past three years, company profile information (number of employees, manufacturing facility locations, CAGE Code, DUNS Number, and small business designation), and details regarding energetic materials certifications and available testing capabilities. No reimbursement will be made for response costs.
