About this file
This Statement of Objectives outlines requirements for a Keysight N9913C Network Analyzer needed by the Buckley Space Force Base Radar, Airfield & Weather Systems (RAWS) to maintain their Instrument Landing System (ILS). The required equipment includes one Keysight N9913C Network Analyzer with specific options (210, 211, 215, 233, 302, 308, and 330), one U2061XA USB Peak and Average Power Sensor with option 100, and one 85515A Calibration Kit.
The analyzer must measure frequencies from DC to 4 GHz, feature Vector Network Analyzer capabilities with full N type 2-port S-parameters, perform TDR cable measurements, and include vector voltmeter functionality, spectrum analyzer application, and RF pulse measurement capabilities. The equipment requires a 5-year warranty and calibration support, with delivery required no later than August 1, 2025, within 30 days after receipt of order. The related Sources Sought notice requires vendor responses by February 18, 2025, at 4 PM MST, to be submitted via email to the specified Space Force contracting officers with company details including CAGE Code and/or UEI number.

STATEMENT OF OBJECTIVES
US Space Force FieldFox Network Analyzer for Buckley SFB Navigational Aids Current as of 25 Jan 25
1. SCOPE:
The Buckley Space Force Base Radar, Airfield & Weather Systems (RAWS) requires a N9913C Network Analyzer to perform specialized maintenance on the Instrument Landing System (ILS). The ILS requires a flight inspection performed by the Federal Aviation Administration (FAA) conducted every eighteen months. During flight inspections certain parameters must be measured and adjusted to maintain FAA certification. These include reflected radio frequency (RF) measurements along with cable phasing measurements. During the phasing measurements cables need to be cut to precise lengths. Currently the only device that can make this measurement vector voltmeter application loaded on the N9913C Fieldfox analyzer.
The ILS allows for flight operations during the hours of darkness and all-weather situations. The system provides horizontal and vertical information staring 18 nautical miles and with this information aircraft can fly with precision down to 250 ft above the runway threshold. Without the use of the ILS flight safety would be in jeopardy.
