The Quality of Life at CAFB has been affected by the lack of internet connection speeds service, even more so with COVID-19 because more of our families and younger Airmen are demanding the use of this service as work from home and school is becoming the norm. In order to meet this demand, the fiber Internet service BPA will provide three bandwidth packages to meet the various demands for CAFB customers.

The local competitors provide cable and DSL based infrastructures. Because fiber provides greater bandwidth, fiber is far superior to cable and DSL. This bandwidth increases internet speed and maintains higher upload and download speeds. Cable and DSL speeds vary greatly depending on the number of users where fiber does not. Also as mentioned above, has 81,200 linear feet of fiber optic cable already in place here at CAFB. In order to avoid additional costs for installation of DSL or cable lines such as what CenturyLink and Suddenlink both operate with, it is in the best interest of the Government to utilize the fiber in place and simply execute the internet service with .

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Based on market research, the local vendors that provide business Internet services are Suddenlink, and Centurylink. Only offers fiber Internet services that meet the bandwidth that is needed by our customer, to meet the quality of life initiative. Therefore this acquisition will not require a Notice of Contract Action based IAW FAR 5.202(a)(5) because the proposed contract action is for utility services other than telecommunications services and only one source is available.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The anticipated cost will be considered fair and reasonable and the basis for this determination will be by analysis of market prices posted on s website for fiber internet service delivering the 100 MB, 500 MB and 1 GB speeds, as well as similar pricing on internet for like services. Comparison with previous BPA, FA4855-16-A-0005 will also be accomplished. This market analysis steps will be taken to ensure the final contract price will be fair and reasonable.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
