Multiple FFP CLINs with performance-based milestones for a specific body of work delivered before the Government will issue payment. When activating licenses, Task Orders (TO) can be for part of an agency, a full agency, or multiple agencies.

Core Implementation

• CLIN 1, Core Implementation (FFP, one TO) – The following tasks are required for each module (Personnel Action Processing, Employee System of Record, Employee and Manager Self-Service, Analytics and Dashboards, Time and Attendance, Learning):

o Initial configuration and customization added to OOTB system o Access to non-production environments (issue payment for 10%) o PIA and ATO (issue payment for 40%) o Interconnections (issue payment for 20%) o Training (online content)/change management/project management o Approved production environment (issue payment for 30%)

Agency Transition & Implementation and Sustainment – For each agency, the Government seeks to limit the total price of CLIN 2 to no more than 10% of the cumulative value of CLIN 2 and CLIN 3 for the first year of activated licenses. CLIN 3, for the first year, is envisioned to consist of a 30-day period for OPM and agency to sign off on an operational product (50% payment); followed by a 5-month operational period to certify that the prior system can be decommissioned (25%); followed by monthly payments (for the remaining 25%).

• CLIN 2, Agency Transition (FFP, one TO per agency) – The TO may have a combination of configurations, interoperability, and data migration. Some agencies may only need data migration, for instance.

o Agency-specific configurations (S, M, L cost) o Agency-specific interoperability (S, M L cost) o Data migration plan o Migrate data for each agency (S, M, L cost) o Test platform for each agency o 60-day shadow mode o Approval for implementations (go live in production) with agencies (payment issued for above configurations/ interoperability / migration)

• CLIN 3, Licensing and Sustainment (monthly FFP for licenses) o Tier 2/Tier 3 Help Desk issue resolution o Ongoing system access o New functionality (COTS, configuration, customization)

• CLIN 4 (FFP)
