About this file

This is Addendum #1 to a Request for Proposal (RFP) from Forest Hills Public Schools for LGI (Large Group Instruction) Sound Systems, issued by Plante Moran on January 19, 2017. The RFP covers sound system installations for gymnasiums, cafeterias/multi-purpose rooms, and media centers across 16 school buildings. Key changes include updating Appendix B building maps, clarifying that Eastern High School and Middle School must be quoted separately, modifying the demo equipment requirements from a two-week testing period to demonstration for district staff, and changing sound dampening solutions to required alternates with basic and enhanced options. Project completion is required by August 1, 2018, before the start of the school year.

The addendum clarifies that sound systems will be standalone and not integrated with existing paging or other systems. Bidders must provide unit pricing for equipment racks, with final counts to be confirmed during pre-installation walkthroughs. Conduit pricing should be included in bids. While no specific "basis of design" is provided, vendors must propose systems that effectively meet the functional requirements outlined in the RFP. The district will provide scissor lifts for high work areas when needed. The included floor plans show detailed layouts of all facilities requiring sound system installations, including technical specifications for existing equipment and infrastructure.

Date: 1/19/2017

Re:

Forest Hills Public Schools LGI Sound System RFP

Below are clarifications and answers to vendor questions to date:

Clarifications

1. An updated version of Appendix B has been posted with this Addendum. Please note the following changes to the building map for Collins ES:

a. Media Center has been changed to Gymnasium

b. Room 28 has been changed to Media Center

2. Please note that Eastern High School and Eastern Middle School need to be quoted as separate buildings.

3. The second gymnasiums at Eastern High School is on the first floor and not shown on the map.

4. Section 1.7.4 Demo Equipment was changed

From the following:

“Vendors will be expected to provide demonstration equipment for the District staff to test as part of the proposal review process. The expectation is that the vendor will provide all proposed components to test a fully functional system for two weeks in a District specified demo room. District staff will evaluate equipment for functionality and ease of use.”

To the following:

“Finalist vendors will be expected to demonstrate equipment for the District staff to test as part of the proposal review process. ”

5. Section 2.3.1 P has been changed to a required alternate. Please provide pricing for basic sound damping solution and an enhanced sound damping solution.

Responses to Questions

1. 1.6 Vendors Conference – Will this be a mandatory pre-bid to help qualify respective bidders and avoid sight unseen response submissions?

The vendor’s conference, which was held on January 10th, was not mandatory. The purpose of the vendor’s conference was to demonstrate a sampling of large group instructional areas included in the RFP to prospective bidders to assist them in development of proposals.

2. 2.3.1 P ( and other reference to sound damping ) – Without thorough investigation and testing of each space’s natural room acoustics it will be difficult to get an apples to apples comparison of potential damping solutions. Would it be possible to make this an add/alternate allowance per building to make fair to all bidders?

Yes. See item 5 in the Clarification section of this document

3. Central HS: Which Gym requires a system or should BOTH be quoted? Please confirm that no system is required for the Media Center.

Both Gymnasiums require new sound systems. No system is required for the media center. See count of rooms/required systems in Appendix A – Bid Cost Form.

4. Central MS: Which Gym requires a system or should BOTH be quoted?

Both Gymnasiums require new sound systems. See count of rooms/required systems in Appendix A – Bid Cost Form.

5. Collins ES: There is nothing on the floor plan indicating a GYM – please clarify Collins EL requirements

See Clarification 1 above. An updated Appendix B/floor plan has been included with this Addendum.

6. Eastern HS: Which Gym requires a system or should BOTH be quoted?

Both Gymnasiums require new sound systems. See count of rooms/required systems in Appendix A – Bid Cost Form. The second gymnasiums at Eastern HS is on the first floor and not shown on the map but was visited during the pre-bid walkthrough.

7. Eastern MS: The only floor plan indicating anything with Middle school is Eastern High/Middle Floor 3 – please clarify. It seems that the HS/MS are redundant and might be combined?

Eastern Middle School gym is on the Eastern High School floor two map labeled as MS Gym.

8. Northern HS: Which Gym requires a system or should BOTH be quoted? Please confirm that no system is required for the Media Center.

Both Gymnasiums require new sound systems. See count of rooms/required systems in Appendix A – Bid Cost Form.

9. Northern Hills MS: Which Gym requires a system or should BOTH be quoted?

Both Gymnasiums require new sound systems. See count of rooms/required systems in Appendix A – Bid Cost Form.

10. Pine Ridge: Spread sheet shows GYM – the Spec says that the Pine Ridge Gym has a new gym system – is the requirement of the spreadsheet only things that will be required to integrate the mobile cart? Please clarify.

No equipment is required for the Gym at Pine Ridge ES, as indicated by the gym room count (zero) in Appendix A – Bid Cost Form.

11. Per Specs:

a. 1.2 States there are 16 schools included in this project, finding Plans for only 15 in Appendix B.

There are plans for 16 schools in Appendix B. Please note that although Eastern Middle School and Eastern High School are co-located, they must be quoted as separate buildings. Eastern Middle School utilizes the “C” wings of the Eastern High School/Eastern Middle School building, and has its own Gym within the building, as indicated in the room counts in Appendix A – Bid Cost Form.

Eastern High School and Eastern Middle School do share the large cafeteria space within the building. Vendors are to quote this cafeteria space under the Eastern High School section, as indicated by the cafeteria room counts in Appendix A – Bid Cost Form.

b. 1.2 States to Reference Appendix A, Appendix A states “See Separate Excel File” Can you provide this?

Appendix A is available to download from the Sigma bid site.

c. 1.2 States “The LGI rooms that are part of this RFP include gymnasiums, cafeterias/multi-purpose rooms and media centers (for middle school, 5/6, and elementary buildings only).” Can you clarify this statement for what the project is to include.

Various Large Group Instructional areas (LGI rooms) are in the scope of this RFP, including gymnasiums, cafeterias/multi-purpose rooms, and media centers. Media centers are in scope for middle school, grades 5/6 schools, and elementary schools only. Appendix A – Bid Cost Form includes a count of rooms that require sound systems for each school within the District.

d. I have attached an Area of Work Callout with my interpretation of the project, can you review/markup for further clarification.

See count of rooms/required systems provided in Appendix A – Bid Cost Form.

12. 2.2.4 - Will there be full size scalable pdf drawings available of the building pdf low resolution thumbnails provided in the RFP?

No, the building layouts provided in Appendix B are the only building layout plans available for this RFP.

13. 2.2.5 – Pre-Installation Walkthrough/Site Review

a. Will there be additional walkthrough assessment times available for the other buildings included in the RFP?

There are no additional walkthroughs scheduled as part of this RFP. The LGI rooms shown to vendors during the Vendor’s Conference are representative of other rooms of the same type at other equivalent-level buildings throughout the District.

b. Will there be any additional information available on the existing systems inventory of equipment by location and room?

No, all available information regarding the current sound system environment is included in the

RFP.

14. 1.7.4 Demo Equipment – “Fully Functional System Installation for District Staff Evaluation”

a. Are we to provide 1 [demonstration system] each, Gymnasium, Cafeteria/Multi-Purpose Room, Media Center?

See item 4 in the Clarification section of this document

b. When on the schedule would these be installed and evaluated?

See item 4 in the Clarification section of this document

15. What are your expectations for Sound Dampening Solution?

a. Acoustical Testing, Analysis, Design to affect the room Acoustics Report?

-Or -

b. An installed solution of wall panels, absorbers, diffusors, ceiling and floor treatments to affect the room acoustics?

An installed solution of wall panels, absorbers, diffusors, ceiling and floor treatments to affect the room acoustics

16. Can a copy of the pre bid conference sign in sheet be shared with all bidders?

The Vendor’s Conference sign-in sheet has been included with this Addendum in PDF format.

17. Will the owner be able to provide use of district scissor lift in areas that will require high work?

Yes. The district has scissor lift that can be scheduled for use

18. Section 1.3 Schedule of events conflicts completion date of September 2018 with August 1 2018 found in 2.5.4.

Please confirm completion date would be September 2018.

Completion date would be August 1, 2018. School is expected to start before Labor Day.

19. Will any/all of the systems need to duck/mute when emergency pages, such as "Shelter In Place", are being made?

These systems are standalone systems and are not expected to be integrated with existing paging systems.

20. Will any high school gyms require new Assisted Listening Systems or are there existing systems that need to be reintegrated?

These systems are standalone systems and are not expected to be integrated with any other systems.

21. Are bidders to assume all areas need new audio equipment racks? Or shall bidders plan to use existing audio equipment racks?

Bidders should provide unit pricing for racks. Rack counts will be confirmed during pre-installation walkthrough with selected vendors. Unit pricing will be used for additions and deducts when necessary.

22. In gymnasiums with no current sound systems, and therefore no pathways from the open area down to the audio equipment rack rooms, is vertical exposed conduit raceway down to be included in the bid?

Conduit pricing should be included. See section 1.2o of the RFP for what should be included.

23. Is there a “basis of design” on this project? An integrator can meet the requirements of the RFP a dozen or more ways, but a “basis of design” document would at least lead us toward Chevy vs. Cadillac vs Ferrari.

All information regarding sound system requirements is provided in the RFP. Vendors are to propose a sound system equipment that meets the functional requirements of the RFP and the included large group instructional areas as effectively as possible.
