QUESTION Answers

Attachment A (Scope of Work)

Section 3, Page 3 Who are the intended audiences for the whitepaper contemplated in the scope of work (e.g., internal stakeholders within the FHFA, the Enterprises, other inter-agency groups, or the public)?

The intended audience is internal to FHFA. The Contractor’s deliverables will serve as foundational material for FHFA personnel to develop a single-family white paper to support FHFA personnel building out the supervisory capital stress testing program for the Agency

Attachment A (Scope of Work)

Section 3, Page 3 We notice that the focus of the scope of work is primarily on single-family exposures. How does the agency plan to consider other exposures, notably including multi-family?

The focus is on single-family exposures. However, see the updated SOW and the changes made to other advisory services.

Attachment A (Scope of Work)

Section 3, Page 3 The Scope of Work notes evaluating the single-family credit and market risks. Does the FHFA wish for the whitepaper to also consider operational risks in the single-family portfolio?

The focus of the white paper is on credit and market risks associated with single-family exposures.

However, see the updated SOW and the changes made to other advisory services.

RFQ Page 1 We note the period of performance is 1 year followed by two potential optional 6 months periods. Do you have any specific vision for what would be included in these additional periods (e.g., transitioning to overseeing development and implementation of the whitepaper elements, etc.?)

To ensure a competitive contracting process and focused performance period, FHFA decided to focus only on the white paper and associated decisions surrounding supervisory stress testing methodology/model, not the actual construction of the supervisory stress test which, at this time, will be carried out by FHFA personnel.

RFQ N/A What team / resources is the FHFA planning to dedicate to this effort?

At a minimum, employees from the Office of Capital Policy and its Supervisory Stress Testing Branch will be available for the duration of the contract.

RFQ N/A Does the FHFA have an internal goal or estimate of when the Supervisory Capital Stress Testing framework needs to be operational?

FHFA prefers to have its supervisory stress test operational as soon as practicable.
